Responsibilities You will be a Contract Specialist performing assignments such as simplified acquisitions and administering post award functions. You will be responsible for all aspects of the procurement process beginning with identification of requirement through post award of contract. You will provide assistance in the development and review of requirements. You will serve as the central point of contact for inquiries on assigned procurement actions. You will perform detailed price and cost analysis of proposals received to assess fair and reasonableness and make recommendations to higher graded contract specialists. Requirements Conditions of Employment Qualifications To qualify for the NT-04: in addition to the Basic Education Requirements, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the NT-03 (GS-9/10 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector conducting the solicitation, evaluation, negotiation, award, or administration of contracts in support of an acquisition program. To qualify for the NT-03: in addition to the Basic Education Requirements, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the NT-02 (GS-5-7 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector assisting in soliciting, evaluating, negotiating, awarding, or administering contracts in support of an acquisition program. Education Applicants must meet the following Basic Education Requirements of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, and members of the Contingency Contracting Force are also exempt from meeting this requirement. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (https://www.ed.gov/). Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education. Education may be substituted for specialized experience as follows for the NT-04: A Ph.D. or equivalent doctoral degree; OR Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.
