COMSEC / EKMS Manager

NCTAMS PAC provides comprehensive, around-the-clock telecommunications support to strategic and tactical war-fighters throughout the U.S. Indo-Pacific Command Area of Responsibility and beyond. This position supports the management, operation and maintenance of 4 Operations Centers: + Wahiawa, Hawaii Satellite Communications (SATCOM) is the backbone of the U.S. military’s communication, offering the war-fighter a point of entrance into the DoDIN and legacy tactical C4I services with reliable high-throughput telecommunications utilizing various RF spectrum bands + Mobile User Objective System (MUOS) is the Defense Department’s next-generation narrowband military satellite communications system. It supports a worldwide, multiservice population of UHF band users, providing increased communications capabilities to smaller terminals while still supporting interoperability with legacy terminals. MUOS is designed to support users that require mobility, high data rates and improved operational availability + Kaneohe, Hawaii Tactical Support Communications (TSCOMM), provides rapid, reliable, secure communications support for forces deployed overseas and at home ports within the U.S. + Naval Radio Transmitting Facility (NRTF), Lualualei provides operational Command and Control communications utilizing the Very Low Frequency (VLF) and Low Frequency (LF) radio spectrums. As the COMSEC / EKMS Local Element Custodian, the candidate will be required to properly account for, store, issue, inventory, destroy and safeguard COMSEC material provided to them. Responsibilities Major Job Activities: + Report to the Security Manager. + Serve as the MUOS Local Element Custodian for EKMS. + Manage access (with SATCOM EKMS) to Restricted Areas and security containers. + Manage and install crypto keying materials: HAIPE, Secure Socket Layer (SSL), Selective Availability / Anti Spoofing Module) SAASM, Simple Network Management Protocol (SNMP v3), Thales Datacryptors, DoD Public Key Infrastructure (PKI) certs, and Secure File Transfer Protocol (SFTP). + Be the Subject Matter Expert (SME) for the MUOS Key Management System (KMS) and all other COMSEC equipment. + Manage and account for the local Tier 3 fill devices. + Maintain required EKMS documentation in accordance with EKMS-1b (series) and other EKMS instructions. + Develop and administer an EKMS training program for the MUOS Network Operators, System Administrators, Security Administrator, Security Operator, and Electronic Technician. + Perform Information Assurance assistance with the MUOS Security Administrator and Security Operator as needed. Working Environment: Flexible 8x5 (Monday-Friday) (24x7 on-call) work schedule 24-hour X 7 support. Physical Activities: Must be able to lift and carry 50 lbs a distance of 50 feet horizontally and 35 lbs vertically a distance of 50 feet without resting. Qualifications Education / Certifications: + High School degree with 8+ years of specialized experience OR Associates degree with 7+ years of specialized experience OR Bachelor's degree with 5+ years of specialized experience OR Master's degree with 2+ years of specialized experience. + U.S. citizenship is required. + Active DoD Secret clearance. Experience / Skills: + Must possess relevant experience in managing an EKMS account or Local Element account with subordinate alternate managers. + Must have intermediate level understanding of networking, system administration, security, and hardware replacement. + Candidate must have an IAT-II Baseline security certification and one or more Operating System or Computing Environment (OS/CE) certification(s) in accordance with DoD 8570.1-M and SECNAV-M 5239.2. + Complete EKMS 301 Local Element (Using) PQS within 30 days of hire. + Obtain 3M 301 certification within 30 days of hire. + Possess the patience and ability to provide quality training to all staff at different learning levels.
