CONTRACT SPECIALIST
Summary This is a public notice flyer to notify interested applicants of anticipated vacancies through the Certain Competitive Service / Modified Direct Hire Authority. Responsibilities You will secure innovative and cost-effective solutions for the command’s unique service contract requirements. You will develop Special Operations Command, Pacific (SOCPAC) supplements to large scale operational plans, near- and long-term contingency mission planning and Special Operations Forces (SOF) crisis response activities. You will establish and maintain warrant authority with the respective Head of Contracting Activity (HCA) to provide a consistent and expeditionary acquisition capability to the command. You will adapt to unforeseen changes in command missions and priorities. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Utilizing contract administration principles, policies, regulations, practices and procedures to award and administer contracts such as, performance based contracts and various other contract types; 2) Developing post award monitoring techniques to assure contracts are performed as desired; 3) Changing proposals, special agreements, post award contract negotiations involving contract changes/modifications, special agreements, and pricing arrangements; and 4) Analyzing past contractor performance and costs to evaluate contractor price estimations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement. In addition to meeting the basic educational requirement as well as the requirements above, applicants must have: 1) have at least two years of experience in contracting positions; and 2) have completed all contracting courses required for a contracting officer for positions at the level and grade at which the person is serving. Certification at this level is sufficient to meet this standard. Additional Information This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. This position is eligible for part time, substantial or ad-hoc telework at the discretion of management. A Cost-of-Living-Allowance (COLA) of 8.90% will be added to the stated salary. COLA is subject to change at any time. Eligible DoD career or career conditional employees shall be granted statutory return rights to their former position for a period of 5 years if continuously employed in a foreign or non-foreign area provided by Executive Order 10895 and DoDI 1400.25, v 1230. Employees that do not exercise their return rights within five years are no longer eligible for return rights and will be treated as a local hire. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
