BASIC FUNCTION:

As part of the Graduate School of Oceanography’s (GSO) Coastal Resources Center (CRC), assist Directors and Principal Investigators (PIs) in performing routine and complex fiscal and administrative functions to support the Center’s programming portfolio. Develop proposals, assist with PI’s guidance of overall project management, and perform post award administrative, financial management and accounting tasks.

Duties and Responsibilities ESSENTIAL DUTIES AND RESPONSIBILITIES:

Assist PIs in the development of complex, multi-year budgets for multi-million-dollar proposals with multiple sub-awardees and provide all supporting documentation required by the donor Request for Proposal.

Manage personnel projections and process related employee action notices.

Perform routine and complex administrative tasks including, but not limited to, purchasing; managing personnel contracts and sub-awards; assisting in hiring program staff; processing invoices; processing travel; creating and monitoring budgets; reviewing source documentation. All tasks must be performed in accordance with university, state, federal and sponsor guidelines, policies, and procedures.

Coordinate audits, facilitate the resolution of day-to-day research questions, provide programmatic training to internal and external partners, and establish operating procedures to streamline Center protocols.

Work with personnel in field offices, to assist with financial or administrative issues, including those related to audits, contracts, invoicing, human resources matters, or procedural questions.

Assist with other tasks such as workshops, study tours, Center logistics.

Implement documented University and Center wide policies, protocols, and best practices.

Create, implement, and evaluate systems to monitor both proposal submissions and post award grant administration.

As requested, assist the Center’s Directors with special projects and administrative assignments.

OTHER DUTIES AND RESPONSIBILITIES:

Perform additional duties as required.

Must be available occasionally outside of normal business hours to meet proposal submission timelines, attend conference calls with participants in international time zones, and attend to time sensitive event logistics.

LICENSES, TOOLS, AND EQUIPMENT:

Personal computers, printers, word processing, database management, on-line reporting tools and collaboration systems, and software systems for spreadsheets (i.e., Excel, Google), video conferencing, and project management.

Required Qualifications REQUIRED:

1. Bachelor’s degree.

2. Minimum of three years of business or grant management experience.

3. Demonstrated experience in financial reporting and analysis.

4. Demonstrated experience administering federal grants.

5. Demonstrated proposal development and submission experience.

6. Demonstrated experience building complex budgets in Microsoft Excel.

7. Demonstrated experience managing personnel projections.

8. Demonstrated strong interpersonal and verbal communication skills.

9. Demonstrated proficiency in written communication skills.

10. Demonstrated critical thinking and problem solving skills.

11. Demonstrated ability to work collaboratively.

12. Demonstrated ability to work with diverse groups/populations.

13. Demonstrated ability to prioritize and multitask in a deadline-driven environment.

14. Willingness to travel internationally and/or domestically as needed (i.e., once or more annually).

Preferred Qualifications PREFERRED:

1. Demonstrated experience working in a research setting at a university, college, or government agency.

2. Demonstrated experience managing federal USAID grants and contracts.

3. Demonstrated experience utilizing InfoEd and/or PeopleSoft.

4. Demonstrated international work experience.

5. Demonstrated ability to speak Spanish, French, and/or other languages.
