Overview: S4 Inc. employees selected for this position will be supporting USSTRATCOM JEMSOC missions in order to provide the JEMSOC Director with Planning, Analysis, Spectrum Management and Intelligence support. In addition, S4 employees will support Advisory and Assistance Services (A&AS) for JCER to accomplish Joint Electromagnetic Spectrum Operations (JEMSO) readiness evaluations in order to accredit each Service\/United States Special Operations Command (USSOCOM).\n
\n

Specific Duties: In this position, you will be responsible for:\n\nPerforming scientific work requiring design, development, and adaptation of mathematical statistical models and other scientific methods and techniques with current, usable knowledge of mathematical and statistical software package such as: JMP, SAS, EXCEL, MATLAB;\nMaking recommendations to service or joint tactics, weapon schools, or publications based on findings of JCER evaluations;\nAnalyzing collected evaluation data and reporting analysis results as requested in various forms to include tables, graphs, and figures;\nAnalyzing threat data and controlling receipt and dissemination of foreign intelligence information; \nEvaluating emerging EW threats in order to present findings, conclusions, and recommendations based on evaluation results; \nConducting tactical, operational, and strategic level research concerning the impact of existing and emerging EMSO threats to joint operations; \nPerforming EMSO evaluation planning, analysis, and report writing; \nWorking with SMEs, Analysts, and Military to define data requirements for data collection purposes and maximize the opportunity for statistically significant results; \nValidating the effectiveness of data collection for post-event analysis \nServing as lead author for the analysis portion of evaluation plans and reports; \nIdentifying requirements for specialized data analysis software and other tools;\nConducting analysis, research, and studies to identify evaluation objectives and recommend alternative courses of action;\nDeveloping detailed data collection and data analysis plans to explicitly state how JCER will collect, manage, store, control, and analyze data for each evaluation event, maximizing use of existing data management tools and assisting with new database designs and data extraction; \nPerforming detailed analysis of EMSO objectives tied to Universal Joint Tasks (UJTs) or Mission Essential Tasks (METs), Measures of Effectiveness (MOE), and Measures of Performance (MOP) to conduct research utilizing all available sources of classified and unclassified information and assess JEMSO readiness metrics;\n\n

Qualifications:\n\nBachelor's degree in a technical field such as mathematics, physics, engineering, or operational research\nFive (5) + years of relevant operational experience\nFamiliarity with modern data analysis and visualization tools and programming languages such as Python, R, Tableau, Databricks, Plotly, Envision, etc.;\nUnderstanding of current service capabilities and tactics with knowledge of vulnerabilities in the presence of threat EW\n\n
