Department Summary:

The CSH Mission Operators (MO) Division – Transportation and National Preparedness Department is responsible for delivering systems engineering and technical capability and is currently focused on risk management, IT modernization, identity management, modernization and resilience of communication systems, disaster preparedness and response, improving customer experience and business processes and is poised for significant growth in the next few years.  The work has real and immediate benefits to the everyday lives of U.S. residents. The Department is seeking a systems engineer who can provide domain knowledge for the success of customer centric transformation projects. This individual will be closely working with the MITRE leadership and is responsible for sponsor engagement, task leadership, work shaping to grow the work program as well as contributing ideas during the project execution. Roles and Responsibilities:

As the Mission Systems Operations Specialist supporting one or more projects within Transportation and National Preparedness Department and other DHS offices and components, your role will involve:

Engaging with Government Sponsors

Routinely engaging with government sponsors to develop a deep understanding of their mission challenges and prioritiesBeing passionate about critical sponsor challenges in the areas of immigration, customer experience, field operations, grants data assessment, data modelling, business process improvement, data visualizationPerforming research and analysis to develop actionable approaches to addressing sponsor challengesWorking closely with the sponsor, under the guidance of a project leadership team, to meet and exceed sponsor expectations and ensure MITRE deliverables meet a high-quality standardContinuously monitoring sponsor environments to identify future areas of need and opportunities for supportTranslating technical knowledge into business terms for senior sponsor leadership to make informed decisions

Providing Technical and Domain Expertise

Identifying opportunities and developing plans to incorporate policies, processes, and technology to improve mission performance of IT systemsBecoming a thought leader who can apply systems thinking skills to develop practical solutions in one or more areas of sponsor mission needs and communicate those solutions in forms that facilitate sponsor understanding and decision-making

Developing Work Products

Contributing to or leading the development of work products (textual, graphical, multimedia, etc.)  that are provided as formal and informal MITRE/ HSSEDI deliverables to sponsorsWorking with subject-matter experts in multiple disciplines from across MITRE’s FFRDCs, labs and incorporating their inputs into deliverablesEngaging in work program development, sharing opportunities, advising project leaders

Basic Qualifications:

Typically requires a minimum of 5 years of related experience with a Bachelor’s degree; or 3 years and a Master’s degree; or a PhD with relevant experience who can immediately contribute at this job step; or equivalent combination of related education and work experienceFirsthand work experience within one or more DHS organization, specifically USCIS, TSA, FEMAStrong foundation in project management and systems engineering disciplines and experience applying that knowledge to real world problems specific to sponsor domainStrong desire to understand new technologies and apply them to sponsor’s mission challenges.Proven record of advising senior government stakeholders and leading development of technical products developmentStrong verbal, written, presentation, and communications skillsAbility to multitask and support multiple projects simultaneouslyDHS Fitness clearance or ability to obtain it as evidenced by an existing DoD or other USG clearanceThis position requires a minimum of 50% hybrid on-site.

Preferred Qualifications:

Experience working with federal homeland security organizationsDesire to advance into roles of increasing responsibility
