BASIC FUNCTION:

Responsible for the business and finance functions of the RI-INBRE (https://web.uri.edu/riinbre/) program. Support the Program Director and Program Coordinator in using the RI-INBRE grant resources. Establish business procedures and budgets and oversee their implementation. Promote and enforce adherence to prescribed federal, state, and institutional policies and procedures by RI-INBRE leadership, investigators, staff, and subrecipients.

Duties and Responsibilities ESSENTIAL DUTIES AND RESPONSIBILITIES:

Responsible for planning and implementing the business and program aspects of the mission and goals of RI-INBRE.

Establish relationships with NIH/NIGMS Program Officer and Grant Management Specialist contacts for RI-INBRE project approval, Annual Reporting (RPPR), Carryover Requests, IRB/IACUC Compliance, and Just-in-Time Submissions.

Keep informed of current agency rules and regulations related to RI-INBRE and NIH/NIGMS policies and procedures, assuring that investigators and other appropriate staff internally and externally are informed of changes in policy and procedures when they occur.

Originate and maintain relationships with the Offices of Sponsored Research in the RI-INBRE network to establish business processes for new proposals, subcontracts, and project billing.

Work with the URI Office of Sponsored Research pre-award and post-award office to process the Dean’s Pledges, subcontracts, budget revisions, and grant closeout.

As part of the RI-INBRE team, participate in the multi-year grant renewal application preparation and submission.

In consultation with the Program Director, prepare budgets for review and approval throughout the grant year, adjusting as needed—track revenues and expenditures for accounts, monitoring burn rates for subcontracts, URI projects, and overhead accounts.

Assist the Data Science Core Director in managing and maintaining the Piestar database for student tracking, publication compliance, project progress reporting, RPPR data, and award management.

Assist the Principal Investigator and Program Coordinator in program evaluation by internal and external consultants.

Responsible for the fiscal operation of the RI-INBRE Core Facility Cost Center, including monthly billing of internal and external users and annual rate calculation submissions for approval by the URI Cost Center Committee.

Provide support to RI-INBRE investigators regarding budgeting, allowable purchasing, and personnel hiring in accordance with Uniform Guidance and NIH, institutional, and State of Rhode Island policies.

Manage fiscal aspects of the program including, but not limited to, signature authorization forms, PCard approvals, purchasing approvals, budget transfers, travel authorizations/approvals, invoicing, and the hiring and tracking in-house payroll.

OTHER DUTIES AND RESPONSIBILITIES:

Represent the Program Director and Program Coordinator in program and business-related activities within the RI-INBRE community and with outside agencies as appropriate.

Perform additional duties as required by the Program Director.

LICENSES, TOOLS, AND EQUIPMENT:

Personal computers, printers, word processing, Microsoft Excel, database management, and spreadsheet software.

Required Qualifications REQUIRED:

1. Bachelor’s degree in business administration, accounting, or related field.

2. Minimum of five years’ experience in business management, budgeting, and/or budget tracking.

3. Demonstrated ability to provide leadership in a team-oriented environment.

4. Demonstrated ability to work independently and effectively with minimum supervision.

5. Demonstrated experience with word processing, spreadsheets, and email.

6. Demonstrated experience with databases and web-based systems (such as PeopleSoft and InfoEd).

7. Demonstrated professional experience in an academic and/or institutional setting.

8. Demonstrated strong verbal and interpersonal communication skills.

9. Demonstrated proficiency in written communication skills.

10. Demonstrated ability to plan and oversee work on various fiscal projects (including complex data sets).

11. Demonstrated experience working in an environment with complex compliance, policies, and procedures.

12. Demonstrated ability to work with diverse groups/populations.

Preferred Qualifications PREFERRED:

1. Demonstrated experience in the administration and management of federally supported research and program grants.
