Senior Manager/Operations Manager

The Senior Manager/Operations Manager serves as the linchpin in the overarching management and administrative orchestration of the contracted effort. Embodying a leadership role, this individual is the primary point of contact for Government program authorities, addressing technical and program/project issues with adeptness. This role necessitates a visionary approach to overseeing contractor execution of contract requirements, managing acquisition, and the strategic allocation of program/project resources. The Senior Manager/Operations Manager ensures seamless operations, driving the program towards achieving its goals with efficiency and effectiveness. **This position is contingent upon contract award.** ESSENTIAL FUNCTIONS: The Senior Manager/Operations Manager will be responsible for: + Acting as the overall lead manager and administrator for the contracted effort, embodying the role of the primary interface and point of contact with Government program authorities on technical and program/project issues. + Overseeing contractor execution of contract requirements, ensuring adherence to timelines, specifications, and quality standards. + Managing acquisition and employment of program/project resources, optimizing resource allocation for maximal program efficacy. + Facilitating the development, coordination, and implementation of program plans, roadmaps, and reviews of potential technologies that align with the program’s strategic objectives. + Spearheading the preparation and maintenance of comprehensive program documentation, employing advanced management tools for effective documentation and reporting. + Leading and participating in high-level meetings, briefings, and working groups with stakeholders, providing expert analysis, strategic insights, and recommendations to guide program direction and decisions. + Conducting detailed analyses of program procedures, practices, and documentation for compliance with specifications, contracts, and mission requirements, and offering actionable recommendations for improvement. + Developing and implementing robust financial management practices, including budget development, financial execution tracking, and the generation and monitoring of financial documents, utilizing a variety of Navy and DoD electronic data systems. + Providing schedule support through the development and analysis of Integrated Government Schedules (IGS), including critical path analysis, to ensure program milestones are met. + Leading configuration and data management efforts, establishing and maintaining control systems in line with established processes and supporting Configuration Control Boards (CCBs). + Ensuring compliance with program security plans and procedures through effective IT management support and enhancing program security across various domains. + Performing other duties as assigned. REQUIRED QUALIFICATIONS: + Masters degree in a relevant field, with over 10 years of experience performing duties within the field of acquisition management, program analysis, or a closely related area, demonstrating a track record of successful program management and operations oversight. + ALLOWABLE SUBSTITUTIONS: + A Bachelor's degree plus 2 additional years of relevant work experience (for a total of 12+ years) may be substituted for a Masters degree; OR + An Associates degree plus 4 additional years work experience (for a total of 14+ years) performing duties described above may be substituted for a Masters Degree; OR + An additional 6 years of relevant work experience (for a total of 16+ years) with no degree may substitute for a Masters degree. + Demonstrated advanced understanding of acquisition management and program analysis + Proficiency with MS Teams, familiarity with NAVAIR AMS Suite of Tools, and DTS, showcasing the ability to navigate and utilize key software and systems relevant to the position. + Demonstrated expertise in the development and management of program acquisition documentation, with a strong ability to navigate and apply DoD acquisition policies and guidelines effectively. + Deep understanding of acquisition management processes and resource allocation principles, with the ability to adapt and respond to changing program needs. + Exceptional leadership and communication skills, capable of motivating teams and effectively interacting with high-level stakeholders. + Strong communication, organizational, and analytical capabilities. DESIRED QUALIFICATIONS: + DAWIA Program Management certification, PMP, or equivalent + Strategic thinking and problem-solving abilities, with a focus on optimizing program outcomes and efficiency. + Experience in high-stakes environments, demonstrating the ability to manage complex projects and achieve objectives under tight deadlines.
