**Senior Principal Specialist/Lead Specialist/Sr. Lead Specialist - Anti-Corruption** City/Country Location Details **Bethesda, Maryland** Employment Status **Full-Time Regular** Job Type **Corporate** **Job Title/Grade:** Sr. Principal Specialist/Lead Specialist/Sr. Lead Specialist - Anti-Corruption **Department:** USG, Development Innovations **Reports to:** Practice Director: Security, Transparency, Accountability and Rule of Law (STAR) **Function of the Position:** The Lead Specialist/Sr. Lead Specialist will be responsible for supporting the Security, Transparency, Accountability and Rule of Law (STAR) as part of the larger Governance Sector, including leading and supporting new business efforts, generating technical innovations, and assisting project implementation. The Lead Specialist/Sr. Lead Specialist serves as an in-house technical expert and is responsible for three key contributions to growing DAI’s market share: 1) Preparing for, leading and/or supporting new business efforts including responding to specific USAID Requests for Proposals (RFPs), Task Orders under IDIQ contracts, and Requests for Information (RFI); 2) providing advisory support for existing DAI STAR projects and identifying technologies, tools, and approaches that offer cost effective, lasting solutions in line with latest USAID guidelines and methodologies; and 3) advancing DAI’s technical reputation and competitive position by building networks that connect DAI projects, staff, and clients, capturing and disseminating best practices and technical achievements specially in the areas of corruption prevention and response – including both institutional support to state players and cross-sectoral anti-corruption activities. The Lead Specialist/Sr. Lead Specialist will collaborate with other specialists across sectors and geographic regions. **Roles and Responsibilities:** Business Development and Growth – 55% · Prepares for, leads and/or supports new business efforts across the pre-positioning, capture and proposal preparation phases in governance and with a focus to anti-corruption, public administration reform, and demand side of governance (civic and civil society engagement, investigative journalism, etc.). · Supports the Sector to develop, assess and pursue a new business pipeline. · Builds and grows strategic client relationships, especially with USAID. · Provides leadership in the development of strategies to increase DAI’s portfolio in the broad area of anti-corruption (as falling under the new USAID Anti-Corruption Policy) and tangential areas (a cross-sectoral approach), including by tracing the latest developments on ant-corruption worldwide and in target regions. · Serves as a lead writer or manages multiple proposals and supports or contributes to other proposals; a senior Specialist is expected to make major contributions on approximately 3-4 proposals over the course of a calendar year. · Collaborates to identify technical trends and capabilities which guide annual new business plans and technical requirements for proposal support; participates in setting bidding priorities. · Supports development of a multi-year plan to expand DAI’s work in the practice’s technical areas, focusing on products and services that address the needs of USAID. · Supports DAI to develop and maintain a new business pipeline; identifies and develops a network of consultants (especially local consultants) that can provide surge capacity for the sector. S/He will work with the broader Development Innovations team to promote synergies on business development between practices and sectors. Coordinate and support DAI colleagues pursuing EU-funded work in related technical areas. Technical and Program Implementation – 35% · Delivers technical leadership and services to projects, new business endeavors and other internally and externally facing initiatives. · Supports projects to ensure a high standard of technical excellence in delivery of results according to client expectations. This includes leading or participating in technical start-ups and other assignments to ensure high quality delivery of projects. Actively participates across practices, sectors, and regions to integrate with other core DAI competencies. · Participates in cross-sector, cross-practice and cross-business unit initiatives that foster and build DAI’s technical leadership or advance process improvements across teams. · Undertakes short-term technical assignments providing expertise to DAI USG and other business unit field projects that either directly contribute to exceptional project performance or in the completion of strategic assignments that feed back into technical thought leadership and strengthen DAI’s competitive new business advantage in their field. Brand Development and Competitive Marketing – 10% · Markets the Sector’s services and portfolio through client interaction, especially in the broad areas of anti-corruption, transparency and integrity. · Enhances the DAI brand with our main clients by advancing DAI’s technical reputation and competitive position through participation in conferences, events and seminars, and social media. · Captures technical achievements, lessons learned, and best practices to build on and advance DAI’s reputation as an implementation leader in this technical area. Additional responsibilities as deemed necessary. **Qualifications:** Minimum Qualifications · _Grade 8_ _: Minimum of 9 years of relevant professional experience and a bachelor’s degree; or 3 years of relevant professional experience and a master’s degree in fields such as_ public administration, public policy, law, international affairs or other relevant area. · _Grade 9_ _: Minimum of 11 years of relevant professional experience and a bachelor’s degree; or 5 years of relevant professional experience and a master’s degree in fields such as_ public administration, public policy, law, international affairs or other relevant area. · _Grade 10:_ _Minimum of 14 years of relevant professional experience and a bachelor’s degree; or 10 years of relevant professional experience and a master’s degree in fields such as_ public administration, public policy, law, international affairs or other relevant area. · Demonstrated experience supporting leading, designing, and/or evaluating projects that contribute to the Governance Sector. Work with anti-corruption projects is an asset. · Ability to take on both leadership and support roles in the development of plans, new business proposals and in carrying out work. · Technical expertise in the area of anti-corruption (i.e. work with anti-corruption agencies, and sector-based transparency and integrity) and broader governance, including civil service reform, justice or other relevant areas. · Experience designing and adapting technical solutions to international complex contexts. · Excellent writing skills and demonstrated experience writing strong technical proposals for USAID or other international donor clients. Has the ability to work effectively across technical areas, to develop technical approaches that integrate or leverage resources in different parts of the company. · Ability to travel to all countries in which DAI has projects for proposal reconnaissance and the provision of technical support to project, barring times DAI Security has deemed travel unsafe. · Technical knowledge and skills as evidenced by project results, publications, reports, proposals, and/or public presentations Equivalent combination of education and experience will be considered. Strongly Preferred Qualifications · Demonstrated ability to work with and lead teams for winning new business and delivering excellent results to clients. · Demonstrated, related new business success with DAI’s primary client base USAID. · Demonstrated experience leading new business efforts including writing proposals for USAID. · Fluency in an additional language besides English is preferred (focus on French, Spanish or Slavic languages). EOE - Minorities/Females/Disabled/Veterans **Compensation & Benefits:** Grade 8:For employees working the United States, the full-time equivalent annual base salary for this position is expected to be between $136,406 to $167,743. Grade 9:For employees working the United States, the full-time equivalent annual base salary for this position is expected to be between $155,946 to $190,600. Grade 10:For employees working the United States, the full-time equivalent annual base salary for this position is expected to be between $181,937 to $220,923. Salary for part-time employees will be prorated based on actual hours worked. Actual offers will be based on several factors including, but not limited to, qualifications, relevant education, experience, skills, seniority, performance, and business or organizational needs.
