Job SummaryThe Sr. Director, Procurement is responsible for directing the procurement and subcontracts functions for the Applied Science and Technology (AS&T) group and personnel associated with Battelle’s US Government, state, commercial and international acquisition and sourcing compliance functions and activities as it pertains to all corporate functions, subsidiaries and AS&T business units. The position is accountable for ensuring the procurement and subcontracts functions are performed in a manner which meets the Battelle’s objectives within contractual agreements, required laws, and regulations. The Sr. Director role will be developing and implementing procurement strategies; managing supplier relationships and ensuring cost-effective procurement of goods and services The incumbent will lead diverse and experienced managers and acquisition professionals in support of acquisition and sourcing compliance policies and business processes, focusing on meeting critical schedules, resolving critical/complex technical or operational problems. Responsible for overall adherence to the corporate acquisition and sourcing compliance policies as well as administration of all supplier subcontracts and purchase orders/agreements.
Responsibilities Works in partnership with corporate counsel to develop and present risk mitigation strategy/plan to senior leadership. Prepares and negotiates confidential disclosure agreements, teaming agreements, consultant and subcontractor agreements, and representations and certifications.Directs the full life cycle of acquisition and sourcing compliance activities for all corporate functions, subsidiaries and AS&T business units. These activities include strategic planning, teaming, capture, requests for proposal (RFP) review, proposal development and submission, contract structure and negotiation, and contract management and close-out activities.Reviews and approves acquisition and sourcing compliance contractual documents and arrangements for all corporate functions, subsidiaries and AS&T business units to ensure they are in accordance with management direction and policies.Leads more complex strategic procurements, business acquisitions, complex negotiations, and problem resolution with internal and external suppliers and customers.Advises business development, capture managers, proposal teams, operations and business unit management on business and contractual rights and obligations and provides interpretation of acquisition and sourcing compliance terms and conditions.Focuses on strategic processes that optimize business infrastructure and streamline business processes in the area of contract management. Coordinates with management to assist the procurement function and streamline processes in the area of contract management.Maintains online representations and certifications application (ORCA), central contractor registration (CCR) and related external databases.Responsible for overseeing resource and workload planning and balancing. Coordinates employee recruitment, selection and training, staff development, performance assessment, work assignments, salary, awards and disciplinary actions both through direct report relationships and extended team.Implements improvements in operating and performance standards and continuously looks to improve upon these.Maintains working knowledge of the internal and external acquisition and sourcing compliance systems to best implement improvements and fiscal growth.Ensures team develops and maintains complete and accurate acquisition and sourcing compliance files and ensures that corporate acquisition and sourcing compliance files are current. Leads and oversees on a continuous basis the DCMA Contractor Purchasing System Review (CPSR) and final certification and approval of Battelle’s purchasing System.Key Qualifications Bachelor’s degree in business, finance, business administration, acquisition or related field; minimum 15 years’ work experience in contracts, subcontracts, pricing and/or purchasing with 10+ years management experience; or an equivalent combination of education and or experience in a related field. Extensive knowledge and understanding of procurement and subcontracts and a demonstrated ability to drive industry excellence and execution is required.Exceptional collaboration, communication (written and verbal) and interpersonal skills, along with strong customer service focus with experience working with internal and government customers is required.Must have demonstrated expertise related to FAR/DFARS. Current Security Clearance or the ability to obtain and maintain a Security Clearance.
