These resources will perform as lead analysts. The two programmers we are hiring will be designing the entire system. It will be vital that they operate under minimal direction.

These resources will be working with a database modeler designing the database, a data analyst, and Bureau IT specialist.
Under the Iowa Department of Education, the Bureau of Nutrition and Health Services oversees Child Nutrition Programs in Iowa, including management of the USDA Foods Program. The USDA Foods Program provides Iowa Schools with an entitlement budget to obtain USDA purchased food items. The desired USDA Foods system will provide timely and accurate entitlement budget data, while supporting the management of commodity orders, including bulk USDA food products, processed food items, or fresh fruits and vegetables.
The responsibilities of the developer/programmer include:
Develop a web based data management system for the USDA Foods Program using DE available software and following the DE’s standard operating procedures. Confers with supervisor and representatives of departments concerned with program to resolve questions of program intent, data input, and output requirements. Responsible for the design, implementation and overall performance of applications to be developed. Interprets project specifications and statements of problems or procedures to create or modify USDA Foods application. Provides application code unit testing, understands feedback from quality assurance processes. Develops application documentation as needed. May direct and coordinate work of others to write, test and modify computer programs.
*Leads the development of complex programming code and evaluates alternative methods of program development.
*Performs design and customization; interprets program specifications and develops reports, templates, programming code; prepares documentation for the application developed as needed.
*Analyzes system management processes/systems (availability, change, configuration, problem, project, network and storage management, capacity planning, system performance, data modeling, charge back, information services, disaster recovery, systems security and skills planning).
*Prepares program specifications, develops data bases for storage of application data. Tests application using sample data; prepares system documentation and develops program code.
*Coordinates implementation of the systems; develops, coordinates and administers training to Department personnel on developed application(s); provides system enhancements and maintenance as required.
*Analyzes more complex agency operations/procedures and studies components to determine feasibility of adapting to automation; evaluates potential changes in operations/procedures and prepares cost estimates/time lines for completion.
*Develops/delivers formal and informal training (e.g., products and software) to individuals or groups.
