Description This contract Electronic Designer position supports the Network and Support Engineering (TENN) organization of the System Engineering (TEN) department at Bonneville Power Administration (BPA). This position provides engineering expertise, assisting project managers and other engineering personnel in implementing projects supporting field maintenance crews and operations, and other related design and engineering activities. Most of the work this position does is at a sitting/standing desk in an office environment. This position serves as a Technical Lead Electronics Designer 3 within TENN. Responsibilities Include: Technical Lead: Communication Circuit Layout Record (CCLR) duties: Facilitate responses to CCLR emergencies within two business days. Facilitate responses to other CCLR queries within two weeks. Assist new CCLR users in learning how to use the different functionality in CCLR based on their user account role assignments. Identify, troubleshoot, and document issues in CCLR as they arise and report information to BPA manger. Provide recommendations to CCLR software developer about BPA requirements with existing and new issues as well as equipment requests for CCLR. Assist BPA manager with changes necessary to keep activities within regulatory compliance. Assist BPA circuit design team members by providing recommendations on ways to troubleshoot circuit issues using underlying transport circuits and devices used as Carrier and Resources. Review the circuits, devices, cards, ports, and templates in CCLR for uniformity and consistency according to the naming convention and procedure documents. Provide recommendations on issues that are identified, and update documents as needed. Notify the BPA circuit design team of CCLR related issues and updated documentation as needed. Report updated information to BPA manager. Core Electronic Designer duties: Compile technical results in summary form such as tables, reports, and graphics to support engineering staff. Provide input into the development of, and maintenance of, the Communication Circuit Layout Record (CCLR) database or a similar management tool. Draft and prepare conceptual plans of service for assigned projects. Coordinate plans of service with stakeholders and implement plans for assigned projects. Assist in development of standards for planning and design documentation of new equipment and technology. Prepare and process work statements. May be requested to assist other staff with development of work statements. Draft and prepare modifications of design drawings. Provide technical support to construction and operations and maintenance (O&M) personnel. Assist in the development of detailed methods of procedures to design and track construction status. Review communication circuits on PRD (project requirements diagram) and provide recommendations for potential errors and conflicts in infrastructure design and circuit routings. Assist in developing documentation to track SONET nodes, radio hops, and STS-1 tunnels found on communications networks. Review and analyze data directly from SONET and Ethernet multiplexer equipment. Draft and prepare designs and implement systems, network configurations, and network architecture including hardware and software technology, site locations, and integration of existing technologies. Submit all draft materials and recommendations to appropriate BPA manager / personnel for review, consideration and acceptance / approval. Draft and prepare detailed network specifications, including diagrams, charts, equipment configurations, and recommended technologies. Maintain TENN planning files as well as the official files so circuit documentation is accurate with approval of BPA personnel. Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes. Provide recommendations on procedures for installation, use, and troubleshooting of communications hardware and software. Participate in network architecture and design review and provide recommendations for network design issues. Communicate technical information verbally and in writing to technical and non-technical users. Provide project / task updates (oral or written) as requested by the manager. Provide quality assurance reviews for circuit design projects of peers and provide technical feedback for items such as cross connection reports, port and port channel assignments, correct card naming, schematic views, functions, end point connections, etc. Alert BPA manager of any noted concerns or potential issues. Prepare assignments and updates for digital address information used by relay devices. Assist Hardware Engineers with CCLR circuit review procedures. Assist with CCLR training efforts. Draft training material for CCLR or similar circuit management tool. Provide technical design assistance to junior Electronic Designers and others in the group, as requested. Act as technical subject matter resource for two or more pieces of telecommunications hardware, such as, channel banks, NMS alarming, digital radios, multiplexer equipment, patch panels, packet transport, etc. This position is NOT open to Foreign Nationals. This position is located in Vancouver, WA. No PPE, No Certs, No Medical Monitoring Skills electronic design, electronic engineering technology, telecommunication Additional Skills & Qualifications Required Education & Experience: An associate’s degree in electronic engineering technology or an equivalent degree/certification from a technical institute/equivalent is preferred. 14 years of experience is required with a related associate’s degree/technical degree or certification. 16 years of experience is required without a degree or applicable associate’s degree. Experience should include knowledge and experience in a technical/engineering environment with increasingly more responsibility. 3 years of experience successfully leading a technical/engineering team. 5 years of experience with preparing detailed circuit routing plans for telecommunication circuits. 7 years of experience with infrastructure required to meet the varying requirements for a circuit’s class of service. 5 years of experience with transmission and operational telecommunications systems. 5 years of experience with transport core and edge products and management tools 5 years of experience with engineering standards, serial and interoffice circuits, and network equipment while data basing the inventory and design systems. 7 years of experience with telecommunications backbone infrastructure connectivity. Preferred Skills & Experience: Knowledge of the class of service requirements necessary to route both analog and digital communication circuits of various types, including voice, SCADA, transfer trip, and other circuits used on transmission systems. Ability to develop detailed methods to create circuit documentation and Statements of Work with details for installing the new circuits and retiring the old circuits. Experience Level Expert Level Pay and Benefits The pay range for this position is $55.00 - $60.00 Eligibility requirements apply to some benefits and may depend on your job classification and length of employment.
