Description
This full-time Electrical Engineer 3 contract position supports and assists the Technical Operations Support (TOO) organization part of the Transmission Service’s System Operations (TO) group at Bonneville Power Administration (BPA). Technical Operations provides products and specialized technical support directed toward real-time operation of the transmission system, outage coordination, and operating information critical for other Bonneville functions to carry out their duties. The position will provide broad technical and policy knowledge to effectively perform and facilitate agency research. Investigate and recommend options to reduce unnecessary risks by minimizing the time necessary to establish situational awareness for Operations engineers and management, coordinating priority project efforts across organizations. Conduct analysis into high profile issues impacting operations, develop reports, and encourage data driven decision making.
Responsibilities Include:
Development and application of novel methods to solve problems
Develop Visualization tools and techniques that improve understanding of the current power system state and the interpretation of contingency results for presentation to BPA manager / team lead.
Develop / draft processes and tools to speed up the process of performing studies.
Research and recommend optimization techniques to power flow reliability studies; implement application of BPA management approved techniques.
Provide guidance to Transmission Operations Management and Subject Matter Experts (SMEs) on project details, impacts, and challenges.
Facilitate TOO’s project requirements diagram (PRD) review process.
Acts as the liaison between Transmission Operations and Transmission Planning in the project development process.
Confer with engineers, internal customers, and others to discuss existing or potential engineering projects and products.
Create, document, and maintain a database of Public Safety Power Shutoff (PSPS) impacted customers and instruct management during PSPS events as to the impacts of various PSPS switching options.
Research Road-mapping and Technology Transfer, which may include:
Explore gaps in current Operations study processes that could contribute to increased reliability risks, operational costs, or inefficiencies, and recommend future projects to address these gaps.
Develop / draft formal Technology Innovation project proposals as requested and guided by BPA subject matter experts and authorized by BPA management.
Contribute to presentations prepared for Technology Innovation (TI) Council.
Provide training and knowledge transfer to BPA staff to validate that project results are utilized and benefits obtained.
Work collaboratively with Planning, Transmission Technology, and IT departments on assigned projects.
Continuity of Operations Coordination, including:
Work with other departments in BPA to develop scenarios for and participate in various National, Regional, and BPA-centric disaster exercises.
Train others in TOO in emergency preparedness, business continuity, and COOP planning.
Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.

Additional Skills & Qualifications
Required Education & Corresponding Experience
Bachelor’s degree in electrical engineering (from an ABET-accredited school) required.
10 years of Electrical Engineering experience is required.
Knowledge of engineering concepts, principles, and practices applicable to components and facilities found in a regional transmission system is required.
5 years of experience in power and transmission utility work
MS Office proficiency (Word, Excel, PowerPoint, and Outlook)
Expert knowledge of stability modeling tools and processes such as thermal, voltage and transient stability tools, State Estimation, Remedial Action Schemes (RAS) as they apply to offline, real-time analysis, and disturbance analysis

The pay range for this position is $60.00 - $65.00
