Summer Student Research Assistant, May through August 2025
FHLBank Boston seeks a graduate-level summer Research Assistant to conduct essential research for the development of the Bank’s 2026 Targeted Community Lending Plan and the 2026 Affordable Housing Program Implementation Plan.
These plans are foundational documents and establish the basis for the direction of the FHLBank Boston’s eight community investment programs, notably our Affordable Housing Program, two homeownership assistance programs, and our special purpose credit program supporting homeownership opportunities for people of color and first-generation homebuyers. In response to the Federal Housing Finance Agency’s report FHLBank System at 100, the 2026 Targeted Community Lending Plan will receive additional prominence in helping to chart our solutions-oriented mission-related products and goals.
The Student Research Assistant will present their findings to FHLBank Boston’s staff and expert officials and practitioners who serve on the Bank’s 15-member Advisory Council, potentially impacting existing, and future housing and community investment programs. In prior years, student-led research has helped FHLBank Boston expand its knowledge and outreach on systematic housing inequities, racial income and wealth gaps, and innovative land-use policies to help increase housing production and housing choice.
For the 2026 Plans, the public policy research is initially expected to focus on:
· Potential measures to mitigate high housing development costs;
· Policy responses to further reduce racial wealth and homeownership gaps;
· Housing and economic development needs of Native American Tribal communities ;
· The extent to which our program priorities complement state- and New England regional goals and funding initiatives;
· Program evaluation to assess effectiveness and results, including:
o Geographic trends and impacts notably in majority-minority census tracts and/or previously redlined communities;
o Homelessness;
o Inclusion of Minority- and Women-owned Business Enterprises in housing development; and
o Climate-resiliency and energy efficiency in housing initiatives financed through the Bank.
The student Research Assistant will work independently and have the opportunity to guide much of the research’s direction and outcomes. The work will include primary and secondary research, the development of materials, data analysis, stakeholder interviews, and background memos.
Work Arrangements, Supervision, and Compensation
The student Research Assistant will be a current Harvard graduate student who is planning on returning for the Fall 2025 semester. The Bank operates under a hybrid work environment, and the Research Assistant will be expected to work a minimum of two days per week in the office. The student will be supervised and supported by staff in the Bank’s Housing and Community Investment department. The anticipated work timeframe is mid-May to mid-August 2025, with some flexibility based on the candidate’s availability.
The student will work full time (40 hours/week) at $35/hr.
This work will afford the student the opportunity to deepen experience in these areas, present to senior-level community development professionals and Bank staff, and build a body of policy work.

Qualifications
The preferred candidate will meet the following criteria:
· Be an energetic and results-oriented graduate student with an interest in housing and community development;
· Enrolled in a master’s-level graduate program and will be returning for the Fall 2025 semester;
· Have academic and/or professional experience working in public policy, affordable housing, housing finance, environmental policy, or community development is desired;
· The candidate should have familiarity with and interest in working on housing and economic growth priorities facing New England’s communities, including systemic disparities in housing opportunity, income, wealth, and homeownership;
· Possess demonstrated communication and presentation skills; and
· Be able to analyze and present data/conclusions in writing and visually.
