Accountability Objectives:
The 340B Program Coordinator is responsible for coordination and management of the St Joseph Mercy Oakland
340B drug discounting program. Such activities include assuring qualifications and compliance for the program are
met and maintained; the program is fully implemented in all areas of qualified use; related records are complete and
accurate; and that it meets all regulatory compliance objectives.


As a member of the Pharmacy leadership team, collaborates with team to plan, organize and operate the department to
achieve unit and organizational goals, meet customer needs and assure high quality services and products.

Minimum Education, Licensure / Certification and Experience Required.


Education
• Bachelor's degree in finance, business or accounting.
• Master's degree in business/management or healthcare related field, preferred.
Licensure / Certification
• Licensed and certified pharmacy technician, preferred.

Experience

• Experience in a health care setting.

Duties / Responsibilities:

Serves as the institutional compliance ex 1 pert or authority on 340B drug discount program.Establishes understanding and relationships with Finance to monitor for changes that could affect 340B qualification, such as changes to the cost report, variations or negative trends in DSH percentages that could impact 340B qualification.Monitors publications and websites as well as professional media, literature, and peers to assure the institution has the latest information regarding interpretations, rulings, suggestions, and advanced ideas for improving participation.Routinely reviews and monitors all points of service where 340B participation occurs to ensure policies and procedures are followed, entities qualify, and all encounters qualify under the regulations.Routinely monitors utilization records, 340B purchasing accounts to ensure software or tools are working properly and accurately, performing audits or compliance assessments internally as needed, and coordinates external compliance assessments where appropriate with outside entities to validate internal processesDevelops, monitors, and presents reports on 340B participations which clearly documents utilization, savings, problem areas, or discrepancies, to be passed to pharmacy leadership and health system leadership and administration.Routinely communicates any questions, issues, or discrepancies with the appropriate authority.Monitors all outpatient points of services to continually look for additional qualified areas where 340B may be used.Work directly with manufacturers as well as through GPO and peer professional relationships to determine companies that are contracting with inpatient facilities to offer 340B or equivalent pricing and develop strategies to maximize participation.Establishes consistent policies and procedures for 340B that assure productivity and efficiency so long-term management of the program does not hamper operations and/or create unnecessary costs.Establish a routine approach to updating the CDM/NDC crosswalk for new products, product changes, etc. to ensure both the accuracy of the utilization report and the efficiency and accuracy of the cost reports.Each quarter, perform a thorough review of the 340B pricing list, searching for costly changes to be detected quickly and addressed.Periodically perform spot audits or compliance assessments of specific areas and specific products to ensure the CDM is accurate, charges are coming across accurately, and that the utilization numbers are translating accurately into the report for 340B reorders.Routinely monitor data and related reports from each participating area or entity to ensure consistent processes are followed and to continually improve related policies and procedures for 340B throughout the institution.Regularly communicate with all staff involved with 340B to be sure processes remain efficient and to address any problems or suggestions for improvement, establishing a clear way for them to communicate to the coordinator any concerns or problems at any time.Develop additional duties for this position so that maximum use of this person can be applied once the 340B program is fully implemented and stable.Demonstrate organizational skills that allow appropriate prioritization of tasks and completion of assignments with the specified timeframe.Performs other responsibilities as requested by the Manager(s), Pharmacy Services, or Director of Pharmacy.
