Position Overview:
This is not a remote worker (teleworker) position.
SALARY RANGE
$1,794.92 - $2,333.40 Biweekly ($46,667.92 - $60,668.40 annually). Salary is negotiable based on experience.
This is a highly professional position requiring substantial financial, administrative and operational knowledge of the Agency's Medicaid State and Local Administration Program for Medicaid's Medical Assistance Program (MAP), Administration (ADM) and Children's Health Insurance Program (CHIP).
The incumbent in this position performs a variety of financial management duties independently and under the direct supervision of the Operations and Management Consultant Manager.
This position's significant responsibilities involve the preparation of federal budget and expenditure reports, grants management and administration, cash and revenue management, contract administration and financial analyses.
This position functions as the primary financial contact between the Florida State Medicaid Program, the Centers for Medicare and Medicaid Services (CMS), and state and federal auditors regarding funds for Title XIX and as needed for Title XXI funds.
The duties and functions of this Professional Accountant Specialist position include but are not limited to the following.
* Analyze and prepare the Weekly Medicaid run data which is used to determine federal draw requests and to support warrants issued to reimburse Florida Medicaid providers.
* Prepare and submit the quarterly Title XIX (ADM) Expenditure Report to CMS as well as compile supporting documentation in coordination with the programs' offices and the Bureau of Financial Services' Revenue Unit.
* Prepare and submit the State Budget Plan for Medicaid State and Local Administration (CMS-37).
* Review Title XIX draw requests received from the Disbursements Section for accuracy and timely submission to the Revenue Unit for processing.
* Collect and analyze data to include interpreting and/or evaluating compliance with laws, regulations, policies and procedures.
* Complete the annual Title XIX State Match Report. Collect and compile the match data from various state match sources. Review and respond to state auditor inquiries concerning the State Match Report.
* Perform weekly, monthly and quarterly reconciliations of the Title XIX expenditures and revenue.
* Serve as backup to the other Professional Accountant Specialist position within the Grants Management.
* Perform other duties as assigned.

MINIMUM QUALIFICATIONS REQUIREMENTS
Four years of professional accounting experience with the State of Florida.
Professional or non-professional accounting experience or any combination of this experience and up to 60 semester or 90 quarter hours of college education, including two courses in accounting, can substitute for the required experience.
A Bachelor's degree in accounting, finance, or a related field can substitute for the required experience.
