The Role

We’re recruiting for a Senior Profession Manager: Talent Development here at Justice Digital, to be part of our warm and collaborative Justice Digital Capability team.

Talent development

Professionalisation is a cross-government priority and the Government Digital & Data Profession is a top priority for Ministry of Justice (MoJ) and the activities are operated out of Justice Digital in the Capability Team where this role sits  

Justice Digital also utilises the Government Digital & Data Profession Career Framework, operated by the Central Digital & Data Office(CDDO).This attracts new talent and helps us retain existing Civil Servant talent by building their skills and careers within MoJ. 

Additionally, the broader team proactively runs and maintains an impressive Continuing Professional Development (CPD) and Learning and Development package for the entire profession as well as our enabling professions (such as commercial, project delivery and finance), alongside other talent routes.

The role will be based in a collaborative team with shared and individual areas of responsibility. The streams of work which these will be drawn from are as follows (although these are not exhaustive and may change as our strategy develops) 

Justice Digital is investing in its emerging talent pipeline so that it can develop specialists across its broad range of digital and data disciplines as well as others, supporting its mission to deliver against the Justice Digital Strategy and the Justice Digital Business Plan 2024/25. 

This emerging talent cohort will comprise a range of civil servants in the early stages of their careers, participating in a range of development programmes such as apprenticeships and traineeships that will accelerate their development to mid and senior career positions. The role will support support the development pathway of this talent across the range of specialisms

Our new Justice Digital Strategy 2024/27 signals investment in programmes such as apprenticeships and traineeships – for instance it is participating fully in the cross-government Tech Track scheme for Software Developers, Dev Ops Engineers, Business Analysts and Cyber Security specialists. We are planning a programme called Tech Track Plus that will develop talent for other enabling specialisms too. 

You will focus on developing the relationship with the specialist area’s leadership and helping to get the right talent programme in place for them in partnership with our specialist commercial team.

You will also be responsible for the delivery of the talent programmes within your portfolio and making sure all the stakeholders are getting what they need from the programme.   

Enabling performance

Justice Digital has an ambitious programme ahead of it as currently articulated in its Justice Digital Strategy 2024/27 and Business Plan. We want to provide performance support for our leaders and managers to deliver this programme via a replicable product across our organisation that is wired into what we are trying to do.

In practice this will mean you develop a product that will support our People Managers to ensure that they can get their people to deliver consistently to high standards and for team leaders to create that culture for delivery and performance. This may also involve 360-degree assessment tooling.

Key Responsibilities:

Your main day to day responsibilities will be from the following streams of work: 

Delivering and managing Tech Track and Tech Track Plus and ensuring that all related stakeholders such as Heads of Profession, People Managers, Team Leaders etc are fully bought in to their progression and developmentDesigning and managing the delivery of digital and data talent programmes (and other professions where needed) and working with commercial colleagues to ensure they are to the quality and need of the businessMaintaining high quality relationships with Heads of Profession so that talent programmes grow out of their plans for their profession and serve the needs of the wider Talent Implementation Plan, Justice Digital Strategy 2024/27 and Justice Digital Business Plan 2024/25Monitoring and analysing metrics, data and feedback to assess the success of the talent programmes in your portfolio to justify investment and guide future approaches in keeping with our continuous improvement cultureActing as a collaborative leader for the team and supporting the wider work streams of the Capability team.

Person Specification

Essential

Experience and familiarity with learning interventions - i.e. design or collaborating in the design of talent or education development programmes, preferably with a focus on technologyExcellent and preferably accredited coaching skills with emerging talent (preferably to Institute of Leadership & Management Level 5 or equivalent level) - preferably in the context of tech teams and in a large complex organisation but alternative environments may be considered Experience of acquiring, managing, presenting and utilising data in a talent development context and/or using technology in the management of talent at scaleExperience of influencing and persuading senior management and other stakeholders, securing their buy in to the talent agenda we have set out and you will be engaged in deliveringForm effective partnerships and relationships with people both internally and externally, from a range of diverse backgrounds, sharing information, resources and support.

Willingness to be assessed against  the requirements for BPSS clearance

Successful candidates who meet the required standard will then be invited to a 1-hour panel interview held via video conference.

Should we receive a high volume of applications, a pre-sift based on your experience and familiarity with learning interventions will be conducted before the sift.

Should you be unsuccessful in the role that you have applied for but demonstrate the capability for a role at a lower level, we reserve the right to discuss this opportunity with you and offer you the position without needing a further application.
