90375 - Training Manager

Purpose

Members of the Independent Monitoring Boards (IMBs) are unpaid public appointees who provide statutory, independent scrutiny of the treatment and care of people in prisons and immigration detention. They are appointed by ministers and operate in prisons and young offender institutions (run by HM Prisons and Probation Service - MOJ), in immigration removal centres, various short-term holding facilities and on repatriation flights for those being removed from the UK (run by the Home Office).

Lay Observers are also unpaid public appointees, whose responsibility it is to check on the welfare of individuals in court custody suites and while they are traveling in the care and custody of escort contractors.

The postholder will develop and drive the delivery of the training offer to IMBs and LOs nationally and regionally.   

The postholder will:

Develop a strategy for training delivery by balancing considerations of budget, feasibility and member needsDrive delivery of a future strategy for training content to create an enriching programme of development in line with organisational needsHave responsibility for the administration and delivery of the overall training programme for volunteers

Responsibilities

The postholder will build positive relationships with colleagues across the IMB and the LO public appointees.They will ensure the administration and delivery of the current overall member training programme including core training, specialist training, standalone e-learning, mandatory training, training to accompany toolkits and ad hoc training requirements.The postholder will ensure that core training content is regularly reviewed and refreshed and up to date with current member policy and guidance.The postholder will develop the existing member training programme, including modes of delivery, to include strategic requirements for a programme of CPD and the delivery of regional training whilst being cognisant of budgetary and resource constraintsThe postholder will need to work with and through the IMB national training team, LO National Council and other training providers as appropriate, developing strong, trusting and collaborative relationshipsThey will lead on training records needs analysis to ensure that specifications for the new member database encompasses all current and projected training record requirementsThe postholder will ensure that wider relationships with training providers and enablers are maintained and developed to deliver shared understanding and capability including with MoJ learning leads and leadership, the MoJ Talent & Capability team and SSCLThey will develop an outsourced e-learning capability balanced with in-house resource to develop new e-learning content. This will include encompassing opportunities via MoJ Learning and Development funding allocation, providing forecasts of planned work for IMB and LOs, and inputting to the SSCL Change Board along with other MoJ learning leadsEnsuring equality, diversity and inclusion is considered during the application of all tasks and championed during interaction with the membership Performing other job-related duties as required.
