BHA funds, supports, and monitors numerous mental health and substance abuse community programs and providers, reviews and designates the State’s 27-65 providers, and licenses substance use disorder service providers. BHA executes the State’s federal responsibilities as the State Mental Health Authority and the State Substance Abuse Authority for the purposes of administering federal mental health and substance abuse block grant funds. The team has responsibility for program oversight, technical assistance, programmatic monitoring, and collaboration with stakeholders and outside agencies related to a broad spectrum of behavioral health services. It evaluates service quality, manages contracts, grants oversight, and serves as a contact for outside agencies pertaining to issues of behavioral health service provision, and advocacy for Coloradans with substance use and mental health disorders. In 2021-22 the Colorado Legislature created a new suicide prevention 988 hotline with crisis response services with a new business enterprise structure that is supported by the Behavioral Health Administration and its Finance and Contract area. The bill requires the Department to implement the 988 crisis hotline enterprise. The enterprise is and operates as a government-owned business within the Department of Human Services for the business purpose of imposing cell phone charges and utilizing the charges' revenue to fund the 988 crisis hotline and provide crisis outreach, stabilization, and acute care to individuals calling the 988 crisis hotline. This hybrid remote position has been designed and designated as 97% remote, with approximately 1 day/month in office. The schedule is subject to change based on BHA needs. This position is required to travel across the state to meet with stakeholders involved in the 988/911 integration. As a hybrid position commuting mileage must be deducted before mileage reimbursement is applicable. The 988/911 Coordinator is responsible for ensuring seamless interoperability between the Colorado 988 Mental Health Line and 9-1-1 emergency response services. This position works closely with Colorado Public Safety Answering Points (PSAPs) to establish ways to better collaborate with 911 and 988 from a front-line perspective. Suggestions are shared with the 988 Crisis Hotline Enterprise Board and Behavioral Health Administration (BHA) to improve communication, collaboration, and procedures in support of the crisis continuum of care. Summary of Duties: 988/911 Project Coordination: + This position is responsible for overseeing 988/911 interoperability coordination through the requirements of the SAMHSA 988 State and Territory Cooperative Agreement, ensuring alignment with Behavioral Health Administration (BHA) duties and the integration with the larger Colorado 988 Enterprise Board strategy. + Involves planning, developing, and executing training to integrate 9-1-1 and 988 services, ensuring clear communication and collaboration between agencies. + The individual serves as a key point of contact for sharing information and coordinating efforts to enhance the crisis response system. + This includes developing protocols with the Colorado 988 Mental Health Line, facilitating discussions to address challenges, promoting the integration of mental health resources into emergency response services, and formalizing partnerships through Memoranda of Understanding. Responsibilities also include coordinating with key stakeholders, maintaining an effective information tracking system, and facilitating meetings with contractors, staff, and various teams. + Assists with managing fiscal responsibilities related to 988/911 interoperability expenditures, meeting SAMHSA reporting requirements, working with the 911 Resource Center Director in maintaining a resource website, monitoring project timelines, keeping the BHA informed of progress, providing monthly updates regarding 988/911 interoperability to the 988 Enterprise Board, and performing other duties as assigned. 988/911 Collaboration: + Works directly with the Colorado 988 Mental Health Line contact center operational staff to establish protocols for the coordination between the 988 call center in Colorado and Colorado Public Safety Answering Points (PSAPS). + Responsible for developing a solicitation with the BHA Procurement and Contracts team to hire a company to support this project, including identification of a statement of work and key performance indicators. + Incorporate the principles of Targeted Universalism in this work. + This position is required to conduct a minimum of ten (10), presentations to 911 PSAPs per year. In conjunction with SAMHSA, Emergency Response Systems, and the BHA, this position is responsible for maintaining updates to the Colorado 911 State Report. + This position travels to communities to meet with key stakeholders to listen to local needs for incorporation into 988/911 collaborative protocols. Familiarity with technology such as Microsoft 360, Google Suite, Smartsheet, and other project management tools. Critical thinking and problem-solving skills. Relevant years of state service.
