Program Summary
KBR leads the government services world contingency market by providing responsive, full-service logistics support to forces and civilians deployed around the world under KBR’s Strategic Army Portfolio. KBR’s enduring mission support of the DoD Armed Forces dates back to 1992 when we served as the Army’s original prime contractor for its Logistics Civil Augmentation Program (LOGCAP). Today, we have a workforce of ~5,000 people representing 30 nationalities who perform work in 10 countries. Under the Agriculture Cleaning and African Swine Fever (ASF) Sanitization (ACAS) contract; KBR will manage and perform the receipt, storage, maintenance, cleaning and sanitation of vehicles and property.
Job Summary
As the Senior Human Resources Manager for ACAS, you will be responsible for the planning, designing, and leading the development and administration of human resources and recruiting policies and procedures for the program.
Please note: This position will be located on-site, in multiple countries across the Eastern EU and is contingent upon award.
Roles and Responsibilities
+ Partners with business operations and stakeholders to fully understand business needs and identify candidate qualifications for each position.
+ Supervises the collection, aggregation, and analysis of recruitment status data, providing comprehensive management and reporting.
+ Oversees the development and execution of recruiting and human resources policies and programs while managing recruitment actions and addressing recruitment and personnel issues promptly.
+ Collaborates with Project Leads to track all recruiting actions across the TO and monitors staff adherence to recruitment and human resources policies.
+ Leads HR functions by managing compensation and benefits programs, aligning them with market trends to remain competitive.
+ Conducts regular organizational health assessments, proposing initiatives to improve the work environment.
+ Ensures recruiting actions comply with deployment and SOFA/TESA requirements.
+ Oversees conflict resolution processes, leading investigations and mediating disputes to maintain a positive organizational climate.
+ Directs HR teams in aligning recruitment efforts with strategic business objectives through data-driven decision-making and partnerships.
+ Perform other duties as assigned.
Basic Qualifications (Required Education, Experience, Skills, and Certifications)
+ Must be able to pass a U.S. Government background investigation and obtain a NAC-I. Due to this, you must be a U.S. Citizen or a U.S. Green Card holder who has lived within the United States for at least the last 3 years to be eligible for this position
+ A Bachelor’s degree is required; a Master’s degree is preferred.
+ Must have at least 10 years of experience in human resources management, with at least 5 years in a senior leadership role.
+ Requires at least 5 years of experience with Employee Relations investigations, case assembly, and development of recommendations for senior leadership.
+ Requires experience developing and executing succession plans.
+ Requires experience coaching and developing all levels of leadership.
+ Experience developing and executing employee engagement plans (responding to employee survey feedback, conducting stay interviews, etc.) is required.
+ Must have an in-depth knowledge of US Employment Laws and their application, particularly in overseas theaters.
+ Requires experience in workforce planning, acquisition, and execution which includes foreign nationals.
+ Must have experience leading HR functions/teams across geographical locations.
+ Requires experience in developing salaries for new and/or existing positions.
+ Strong understanding of Recruiting, on-boarding, mobilization processing, staffing, and the inter-relationships of those processes is required.
+ Knowledge of HR strategy development and implementation is required.
+ Requires English fluency and excellent communication skills (written and oral).
+ Strong business acumen and leadership abilities are required.
+ Must have experience in analysis, critical decision making, project management, and process improvement.
+ Experience developing and delivering presentations is required.
+ Requires a valid passport with at least 12 months of validity and 6 blank pages.
Preferred Qualifications (Preferred Education, Experience, Skills, and Certifications)
+ Knowledge of the military’s SHARP program and ability to obtain SHARP certification.
+ Experience in managing visa requirements.
+ Experience managing HR on a U.S. Military Overseas contract.
+ SHRM-CP and/or SHRM-SCP certification preferred, Global Professional Human Resources profession certification.
+ Proficiency in the Microsoft Office Suite and HRIS applications.
+ Experience with Workday HRMS modules.
+ Overseas project experience with diverse workforce and military operations.
