About this Position:
This position reports to the Accountant Manager 1 or higher-level Accountant Manager within the Financial Services Section of the Department of Transportation and Development, which is one of the largest state agencies with an operating budget of over$ 586 million and a Capital Outlay Program with expenditures of over$ 1.1 billion annually resulting in approximately $750 million in capitalized assets. The incumbent of this position must possess a complete and thorough understanding of Generally Accepted Accounting Principles with a proficiency in the SAP Financial System. This position is responsible for the Asset Accounting functions over movable property, buildings, non-ROW land, Easements and the Louisiana Transportation Authority (L TA).
While in official capacity, DOTD employees must comply with all applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.
This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.

Three years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Six years of full-time experience in any field plus twenty-four semester hours in accounting; OR
A bachelor’s degree with twenty-four semester hours in accounting; OR

An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics; OR

Examples of Work
30% Creates and maintains the department-wide SAP asset master data for movable property, buildings, Non ROW Land, and Easements totaling approximately $296 million. The incumbent is responsible for ensuring that the assets are in existence, valued properly, in compliance with laws and regulations, and placed in service timely. Responsible for reporting these assets in accordance with the requirements established by GASB as directed by OSRAP and for maintaining Asset Master Records in the appropriate status, and appropriately responding to changes in the status of assets. The incumbent must have a working knowledge in GAAP and a proficiency in SAP and the ability to research, interpret, apply and communicate a clear understanding of fixed assets related to GASB statements: GASB 34- Basic Financial Statements and Management Discussion and Analysis for State and Local Governments; GASB 42 -Accounting and Financial Reporting for Impairments of Capital Assets and for Insurance Recoveries; and GASB 5I-Accounting and Financial Reporting for Intangible Assets. Must conduct account research and analysis, identify and execute any necessary process adjustments, and record transactions relating to movable property, buildings, Non-ROW land, and Easements. Uses independent decision-making in determining when and to what extent adjusting entries may be necessary. Makes recommendations for modifications that are necessary to correct problems.
20% Responsible for processing project setup for Assets Under Construction for the$ I. I billion annual Capital Outlay Program, resulting in approximately $750 million in capital assets annually. The incumbent must have a working knowledge in requirements established by the Governmental Accounting Standards Board (GASB), as directed by the Division of Administration Office of Statewide Reporting and Accounting Policy (OSRAP), Generally Accepted Accounting Principles (GAAP) and DOTD's Capitalization Policy for capitalization of infrastructure. The incumbent works closely with DOTD Engineering Project Managers to identify the scope of work to establish capitalization requirements. This requires research in multiple SAP and DOTD systems to determine the nature of the projects and infrastructure assets involved (roads, bridges, ROW, Intangible assets). Uses independent decision-making skills in review of investment profiles established for new projects for compliance with capitalization criteria, makes recommendations on needed changes and records the settlement rules in SAP.
15% Monitors and analyzes equipment purchases and disposals, and depreciation charged to general ledger control accounts maintained in each DOTD's two Operating Appropriations. The SAP System tracks over 6,000 pieces of DOTD's equipment, which carries a gross value in excess of $204 million dollars. Monitors discrepancies in SAP for proper expenditure coding and creates asset master records to ensure the correct flow of funds to the appropriate DOTD SAP General Ledger Accounts. Uses independent decision making in determining when and to what extent Journal Entries may be necessary. Makes recommendations for modifications that are necessary to correct problems.
10% Performs multiple reconciliations of the LaGov Asset Accounting records to the transactions processed, requires gathering relevant data and reports from various sources within the department for analysis and maintenance of records sufficient to support note disclosures. The incumbent must have the ability to research, interpret, apply and communicate a clear understanding of fixed assets related to GASB Statements: GASB 51 - Accounting and Financial Reporting/or Intangible Assets, and GASB 34 - Basic Financial Statements-and Management's Discussion and Analysis-for State and Local Governments. The incumbent must have knowledge of Generally Accepted Accounting Principles with a proficiency in SAP. Uses independent decision making in determining when and to what extent Journal Entries may be necessary. Makes recommendations for modifications that are necessary to correct problems. The LT A is responsible for maintaining over $34 7 million in capital assets. This process plays an integral part in the compilation, preparation, review, and submission of the L TA Annual Financial Report.
10% Compiles and prepares the Capital Outlay Intangible Assets note including Capitalized Software in accordance with GASB Statement 51-Accounting and Financial Reporting for Intangible Assets as directed by Division of Administration - Office of Statewide Reporting and Accounting Policy (OSRAP). This involves a complex analysis of financial records to identify and compile intangible assets and reporting in the annual financial report. Uses independent decision making in making recommendations of when and to what extent Journal Entries may be necessary. The incumbent needs an understanding of GAAP, GASB and the DOTD Capitalization Policy.
5% Confers frequently with the Division of Administration - Office of Statewide Reporting and Accounting Policy (OSRAP), Legislative Auditors, internal auditors, Purchasing, Budget and other DOTD personnel to provide information and technical assistance necessary to resolve problems. Performs other duties as assigned by higher-level fiscal staff. May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.
This position is subject to retrieving files and ledgers from cabinets and tables, and preparing records of storage in file boxes, which requires bending, climbing steps, lifting and pulling as necessary. This is done on a daily basis.
