The Office of Management and Finance exists to be a trusted resource that provides value through exceptional customer service This position is located in the Travel Section within the Office of Management and Finance, This position may be filled as a: + Probational Appointment + Job Appointment + Promotion (open to all statewide classified and agency wide permanent status employees) Current permanent status classified state employees may be required to accept a Probational appointment if selected. If filled as a Job Appointment, there is a possibility that this position may be converted to a Probational Appointment should funding become available. The amount of premium pay will be based on the years of service with LDWF/OMF/Fiscal as follows: Less than 2 years $1.00 per hour 2 years but less than 4 years $1.50 4 years or more $2.00 50% TRAVEL + Audits all department employees travel expense accounts and processes reimbursement using the SAP Travel Program or the Imprest Bank Account using the Quickbooks Program + Performs monthly balance of travel expenditures in LaGov Travel Program/Imprest Bank Account (Quickbooks System) + Reconciles travel clearing account and ensures zero balance at year-end + Posts and balances daily cash journal + Generates monthly report on personal mileage reimbursement for use on quarterly insurance exposure reports + Understand and ensures employee program compliance and guidelines set forth by Louisiana Office of State Travel and PPM49 Travel Policy + Enters approved travel reimbursements and assigns travel privileges in Lagov portal for all LDWF employees (approximately 800) + Approve completed travel expenses in LaGov for all LDWF Employees 5% DEPOSITS + Deposits imprest account checks received for Payroll for Group Benefits Insurance payments from employees + Deposits imprest account cash received from Petty Cash Fund Closures. 20% REPORTING AND RECONCILATION + Reviews food purchases to ensure compliance with the Special Meals Section of PPM 49 + Prepares and submits quarterly food purchase report to Office of State Travel to stay in compliance with Annual Allegation Authority + Conducts monthly audit of all LaCarte Purchasing Card (Pcard) purchases to ensure that proper documentation has been attached to monthly Pcard logs + Verify that Bank of America billing statements match Pcard logs + Ensure all Pcard documentation has been uploaded into the Bank of America Works system 25% VENDOR PAYMENTS + Receives monthly Purchasing Card Logs and Visa statements from LDWF offices in the state of Louisiana for auditing which includes comparing the statement to the log, matching invoices to the statement and log, checking for proper coding and signatures + Verify pcard logs for personal or contract related purchases and taxes, keep a record of any errors, late submitted logs, and disputed charges. + Audits orders and invoices as follows: verifies that applicable approvals have been obtained; verifies that transactions are at correct system status to be approved for payment; verifies that invoice amount equals order amount; verifies that the vendor’s name and location matches the invoice; verifies that the order entered by the purchaser has the correct invoice number and invoice date. + Research vendor statements and payments. + Reviews contractual invoices to ensure that all payment requirements, scope, and payment terms of the contract are met. Reviews contractual invoices in LaGov ERP system to ensure all information has been entered correctly and proper coding is used. + Maintains files of all contract invoices and maintains tracking list of all active contracts. + Receives bills from statewide utility companies (approximately 240 per month), enter payments directly into LaGov after verifying the correct vendor number and amount of payment. + Researches all returned checks, return of appropriations, check voids and reissues.
