Responsible for managing Iowa Workforce Development’s (IWD) cash flow to ensure the agency has adequate cash on hand to meet obligations. Includes completing daily drawdowns out of the Payment Management System, reviewing cash needs of state appropriations, and investigating variances between grant budget and revenues recorded in Iowa (IA) Advantage. Also responsible for preparing and approving cash receipts (CR's) in IA Advantage. Prepare and review invoices for agency field offices on a monthly/quarterly basis. Obtain quarterly FTE counts for field office employees to calculate percentages for allocated costs. Includes assignment of accounting codes for rents, shared office supplies, and P-Card purchases. Responsible for communicating with field offices for resolution of issues, reviewing subleases when applicable to ensure accurate charges, and the preparation of any adjusting entries. Responsible for all Accounts Receivable (AR) functions in Financial Management. This includes developing and maintaining a system for tracking amounts due from various vendors, subcontractors, state agencies, and field office partners. This task will require monthly billing preparation, and ensure payments are received and reconciled to the correct ledger account in IA Advantage. Prepare queries for IA Advantage Business Objects, take corrective action on any posting errors, and follow-up on past due accounts in accordance with State payment policies and general accounting of receivables. Knowledge of Excel required to perform these tasks, including but not limited to pivot tables and V-lookup. Must have a general understanding of verbiage/review related to leases, subleases, and contracts to provide review and explanation with partners and managers as it relates to these topics. Additional knowledge of Infrastructure Funding Agreements (IFA) is a plus. Responsible for the maintenance, reconciliation, and payment of agency P-Cards and Travel P-Cards. Prepare and review Trade payroll weekly through the IowaWORKSSystem.
