ACCOUNTANT
Summary You will serve as an Accountant in the Direct Cite Branch, Accounting Operations Division, Financial Management Directorate of Naval Facilities Engineering Systems Command (NAVFAC) Atlantic. Responsibilities You will analyze data input to validate the accounting of assigned resources in an accounting system (e.g., Command Financial Management System (CFMS) or similar systems. You will interpret financial management laws, policies, regulations, or directives to determine their impact on financial statements and general ledger accounts. You will advise others on the use of financial management systems processing and implementing accounting transactions. You will use an accounting system to review and reconcile expense account data. You will review financial reports (e.g., commitments, obligations, expenditures) to determine the results of accounting transactions on financial resources. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing integrated federal financial management systems and sub-systems to extract data, identify and resolve system problems, and maintain data integrity; 2) Evaluating to identify the causes of problems, and chooses courses of action that balance the interests of the mission and stakeholders; 3) Applying fiscal law, policies, regulations, principles, standards, and procedures to financial management activities; 4) Preparing, reviewing and reconciling financial statements and financial reports to meet reporting requirements and to support management decisions; 5) Analyzing, evaluating and reviewing accounting data and reports using business tools and applications, and performance metrics to provide recommendations. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess a degree in Accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting and/or auditing. (The 24 hours may include up to 6 hours of credit in business law). OR A combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college level education, and training that provided professional accounting knowledge. My background also includes one of the following: 1) 24 semester hours in accounting or auditing courses of appropriate type and quality; or, 2) a certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination, or; 3) completion of the requirements for a degree that included substantial course work in accounting or auditing.
