Job Description Summary: This Accountant III position monitors contracts where non-compliance with contract terms may result in unallowable costs, loss of corporate credibility, future funding, and audit findings for adherence to contract terms and conditions, policy, and proper financial reporting. Participate in the annual audit and 990 tax return preparation. Interpret complex contractual terms and apply the appropriate accounting standards per the Financial Accounting Standards Board (FASB). Leads in the implementation of new accounting standards issued by FASB. Prepares or assists in the preparation of various financial reports (internal and external), including, but not limited to, monthly/quarterly performance/financial reports and billings. Prepares and reviews internal and external financial reports, verifies and enters accounting transactions, and reconciles subsidiary records to final records. Cross-trains and provides backup for other accounting functions. Assists the Assistant Controller with various accounting projects. Please expand What You Will Do: Key Responsibilities: + Responsible for maintaining financial compliance by interpreting complex contractual terms into the appropriate accounting standards where non-compliance may result in unallowable costs, loss of corporate credibility, future funding, and audit findings. Monitors assigned contracts by reviewing expenditures and verifying budgets. Preparation and submission of sponsor/customer invoices, including reconciling, monitoring, and collections of accounts receivables. Evaluate complex allocation methodology indirect cost collections for correct application and verify that all financial, and contractual requirements are met. Communicates and interprets contractual requirements to all affected internal and external parties, including funding agencies as needed. + Leads in the design, development and user training of UCAR financial reporting and automated financial system. Instrumental in establishing controls and procedures for major contracts and independently initiates improvements. Answers questions for internal and external auditors, provides explanations regarding complex accounting procedures, provides training to new administrators, advise, and inform Assistant Controller of changes needed in procedures as necessary. Provides special financial and accounting analysis upon request, which utilizes accounting knowledge, knowledge of the accounting system, and knowledge of other reporting tools to assist in the analysis. + Participation in the preparation of the UCAR annual audited financial statements, 990 tax return, and other audits as needed. This includes coordinating with other departments, acting independently to initiate activities, exercising professional judgement, and communicating effectively with internal and external parties. + Responsible for timely reporting of foreign currency translation gains and losses. This requires a comprehensive understanding of foreign currency accounting. + Performs the month end and year-end closing processes within a team of closing accountants. Responsible for verifying the close process completed correctly. When problems are identified, works with the Information Technology Department and other accountants to determine the impact of the problem, to troubleshoot resolutions, and develop and implement the resolution plan. Prepares all communications to users concerning the closing process performed. + Records journal entries, reviews financial statement activity, and reconciles balance sheet activity as assigned. Investigates accounting problems; performs procedures to ensure that financial applications are working as intended and that internal controls are adequate and being followed. + Provides explanations of complex financial data to administrators, and internal and external auditors and independently initiates improvements. Answers questions from administrators, external and internal auditors, and others outside Finance regarding accounting procedures. Provides input to supervisors when changes are needed. + Provides direction to the other accountants through extensive review of entries and formal training. Prepares, verifies, and enters journal voucher transactions, based upon detailed analysis; including, but not limited to, contract allocations, chargebacks and other internal allocations. + Coaches and mentors, the Financial Accounting Clerks, and Financial Accountants I and II. Provides training to Financial Accountants. What You Need: Education & Experience REQUIRED: + Bachelor’s degree in accounting or related field, CPA. This includes extensive knowledge of subsidiary and general ledger interfaces and report generation. + Minimum of seven years of accounting experience with midsize to large organization(s), utilizing sophisticated, fully integrated with midsize to large organization(s), using sophisticated, fully-integrated financial information systems. + or an equivalent combination of education and experience. Knowledge, Skills, and Abilities REQUIRED: + In-depth knowledge of general accounting principles, practices, and procedures. Leads in the implementation of Financial Accounting Standards Board pronouncements and generally accepted accounting principles. Oversees internal controls and the impacts on the consolidated financial statements. + Expert in the analysis of financial information, which identifies potential problems and leads in implementing solutions. + Expert in working with sophisticated automated financial information systems, including a comprehensive knowledge of subsidiary and general ledger interface. + Working knowledge of government and corporate contract management procedures and administration. Interprets the government regulations and circulars. + Excellent oral and written communication skills. + Maintains high quality and quantitative standards and simultaneously prioritizes the completion of multiple, time-sensitive tasks while guiding team members. + Expert in the use of spreadsheet and word-processing software.
