These arrangements are subject to change. About this Unit: The State Cost Reporting unit supports The offices within the Department of Human Services for Medicare and Medicaid funded programs. We accomplish this through reporting financial information for reimbursement. This unit uses vast sets of data to analyze trends, create data tools for setting reimbursement rates, educate programs on operations from data for guidance in decision making and seek full available reimbursement for services provided to Coloradans in need. To be successful as a key team member of this group, you'll need a strong foundation in analytical reasoning, financial analysis, data analysis, budgeting, and strong attention to detail, along with excellent communication and collaboration skills. The ideal candidate for this unit will be inspired towards continual knowledge and will embrace the continual question of “why” both in being asked this “why” for explanation and growth as well as being used as a demonstration for reasoning in audit defense. This unit is seeking candidates who strive to always be learning as the regulations and work have continual changes on both the federal and state levels. Candidates best suited for this role will function well with receiving and communicating directly. This position strives to provide both support and at times a hard check and balance on allowances to the assigned regional center programs, who are offering necessary and amazing services to clients. The ideal applicant will be comfortable having difficult conversations with the program based on knowledge of facts from regulation allowances and analyzed data. Additionally, the year end busy time for this unit is unique and is from August 1st through October 30, it is important to note this time period has restrictions to leave requests annually. About this Position: This position exists to provide support to agencies within the Department of Human Services by performing the following functions: + Prepare Regional Center Reports, which includes but not limited to Rate Settings, Medicaid Cost report and Room and Board reports. + Prepare statistical and financial reports upon request and perform various reconciliations. + Assist with the completion of the Hospital Medicare and Medicaid Cost Settlement Reports + Assist with the completion of the Mental Health Transitional Living Homes Cost Settlement Reports. + Research and analyze financial and cost information to respond to requests from the financial services group as well as from state and federal auditors. Summary of Job Duties: Prepare Regional Centers Cost Reports: + Responsible for the preparation of the regional center Cost Settlement Reports which substantiate allowable reimbursable expenses. Interprets, analyzes, evaluates, and investigates the monthly statistical data received for the cost reports. Responsible for preparing the Wheat Ridge Regional Center and Grand Junction Regional Center Med-13 ICF and Pueblo Regional Center and Grand Junction Regional Center Waiver Cost Reports. This includes all required Schedules. Statistical and Financial Reports: + Prepare non-standard statistical and financial reports upon request of supervisor and Financial Services Management. Complete Monthly Room and Board reports and analysis. Complete Rate Setting Annually to true up with Medicaid. Audit Support: + Will provide support for all audit requests related to completed reports both internal and external. Will ensure deadlines are met and documentation provided is complete and in alignment with regulations and submissions. Cost Report Support: + Assist in production of the Cost Reports for the hospitals and mental health transitional homes. The hospital cost reports apply to Medicare and Medicaid reporting. The mental health transitional homes apply to Medicaid and as necessary third-party coverage/provider reporting. + Other duties as assigned Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Important Note: Please review your application to ensure completion. Option 1 - Experience: + Eight (8) years of relevant experience in an occupation related to the work assigned to this position. Four (4) of the eight (8) years of experience must be in accounting or finance related job duties. + Proficiency in using 10-key calculator, computer keyboard, Google, and Excel. + Must be proficient at the time of hire to adequately perform job duties of position. OR Option 2 - Experience & Education: + A combination of related education (coursework requires 27 semester hours completed in accounting or auditing) and/or relevant experience in an occupation related to the work assigned equal to eight (8) years. Experience must be in experience in data analysis or reporting, or demonstration of general accounting work in a professional setting. + Current, valid licensure as a CPA by the Colorado Board of Accountancy will count for six (6) years of the requirement Preferred Qualifications: + Advance proficiency working in Excel to include vlookups, pivot tables, and other advanced data management functions. + Experience with CORE, CPPS; or data systems for payroll, data management and/or accounting + Excellent communication skills + Proficient with skills in data analysis for large volumes of data + Excellent time management and deadline planning abilities + Previous experience with the operations of CDHS facility programs such as the Regional Centers, Mental Health Hospitals or other related program facilities. + Demonstrates the ability to articulate logic and reasoning for decision making or audit defense + Ability to accept, professionally manage, and thrive with critical feedback + Conflict resolution skills + Advance customer service skills + Ability to articulate complex information clearly and concisely to various audiences Conditions of Employment: + Standard Background – Name check, TRAILS, CMS and JBITS + Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position.
