The Commission expects employees to function across FWC's organizational structure by providing their skills and expertise wherever needed through work on teams or as directed. Minimum Qualifications: + Seven (7) years of experience in government accounting, three (3) of which must have been in financial reporting or financial analysis, or + Bachelor’s degree in accounting, finance or related field from an accredited college or university and three (3) years of experience in financial reporting or financial analysis. Preferred Qualifications: Preference will be given to candidates with two (2) years of supervisory experience. Duties and Responsibilities include: The primary duty is to function as the Commission's Financial Statement Coordinator and Single Audit Coordinator. Financial Statements Coordinator + Coordinates the Commission's annual financial statement preparation process across all Divisions/ Offices (D/Os); Prepares and maintains year-end closing activities calendar in conjunction with FBO and other D/Os; Provides periodic updates to management and others regarding year-end closing calendar + Analyzes Commission accounts throughout the year and as part of the year-end closing process to ensure compliance with GAAP basis of accounting + Works with appropriate FBO Section and D/Os to correct or modify any errors or irregularities identified that affect compliance and accuracy + Completes supporting schedules and applicable statewide financial statement forms so they may be submitted by the due date set by the Department of Financial Services + Completes year end analyses, worksheets or statements and prepares any necessary adjusting entries before assigned closing date + Prepares and submits Section Ill-Adjustments and Column A01 amounts for the Commission's annual Schedule I submission and assists in the preparation of other Sections + Coordinates the Indirect Cost Rate Proposal data collection process Single Audit Coordinator + Serves as backup for titling of State Projects within the Catalog of State Financial Assistance (CSFA) on behalf of the Commission + Serves as backup for the development and submission of the Compliance Supplement for each Commission State Project + Serves as backup for developing and maintaining the Commission's State and Federal Single Audit Act policies and procedures + Serves as backup for preparation and submission of the annual State Project/CSFA certification + Reviews recipient/subrecipient financial statements; Maintains documentation and results of reviews; Corresponds with recipients/subrecipients to ensure compliance with State and Federal Single Audit Acts and Commission policies and procedures + Serves as backup for preparation and submission of Management Decision Letters in coordination with FBO and appropriate D/O, and in accordance with State and Federal Single Audit Acts and Commission policy and procedures; Serves as backup for resolution of any corrective action required + Maintains knowledge of the State and Federal Single Audit Acts, including 0MB Circular A-133 + Provides training and support on the requirements of the State and Federal Single Audit Acts Managerial Duties + Supervises employees within the Financial Reporting Unit by managing workloads, reviewing progress, and assessing performance + Assists with creating reports, visualizations, executive briefings, and other management summaries to support program operations and management decisions + Assists with PALM implementation FEMA - Serves as the backup for the Finance and Budget Office (FBO) FEMA Coordinator Performs other duties as assigned Knowledge, Skills and Abilities required for the position: + Knowledge of accounting and auditing principles, methods of reviewing and analyzing financial data, and basic management principles and practices + Knowledge of principles and techniques of effective communication + Ability to assess budgetary needs and formulate policies and procedures + Ability to understand and apply applicable rules, regulations, policies, and procedures relating to operational and management analysis activities; to collect, evaluate and analyze data to develop alternative recommendations; and to document work and other activities relating to the improvement of operational and management practices + Ability to plan, organize and coordinate work assignments, establish and maintain effective working relationships with others, provide effective supervision, and perform as a collaborative leader + Proficient in the use of Microsoft Excel, Word, Outlook, and Adobe Acrobat The State of Florida is an Equal Opportunity Employer/Affirmative Action Employer, and does not tolerate discrimination or violence in the workplace.
