Accrual Analyst
Job Description The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. The New York City Department of Youth and Community Development (DYCD) supports youth and community services through contracts with a broad network of Human Service Providers throughout New York City. Our central task is administering available city, state, and federal funds to a wide range of innovative, practical, and quality programs that positively impact youth and communities. The Department of Youth and Community Development is seeking to hire an Accrual Analyst in the Agency Payment Unit (APU). Under the guidance of the Deputy Director of APU, the Analyst will be responsible for managing all prior year accruals and confirming that vouchered expenses are journaled to the appropriate fiscal year. The analyst will process journal entries using back up documents from PASSPort invoices and Program Expense Report Summaries (PERS). Responsibilities will include submitting ACL Manual Accrual Clearing document via Financial Management System (FMS) to the New York City Comptroller’s Office and provide backup documentation to support the clearing entry based on a sample audit. Duties will include but are not limited to the following: - Create ACC accrual document in the (FMS) for Comptroller’s Office approval to establish accruals for Human Service contracted budget codes. - Create monthly ACL clearing document in FMS for the Comptroller’s Office approval. - Create and maintain excel spreadsheets to track all prior year open accruals against cleared vouchers and the remaining accrual balances. - Reconcile with FMS. - Submit requested backup documentation by the Comptroller Office for the cleared PASSPort and PERS vouchers. - Perform special projects as instructed by the unit supervisor or director. Qualifications 1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or 2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or 3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
