This position is governed by state and federal laws and regulations, including Confidential Information Protection and Statistical Efficiency Act as well as other Federal Laws governing confidentiality. Education and Professional Work Experience Minimum Qualifications The formal education equivalent of a bachelor’s degree in public administration, general business, or a related field; plus, two years of experience in planning, research, or a related field. Preferred Qualification + At least 1 year experience working as a BLS Research Project Analyst + 2 or more years' experience in economic analysis, employer research and knowledge of the North American Industry Classification System, and various area levels + Knowledge and experience working in QCEW Database using QUEST software + Knowledge and experience in running queries and creating reports from the QCEW database + Knowledge of SQL Query creations + Strong mathematical skills, for example balancing large spreadsheets + Experience creating data tables in Access, Tableau, Excel or other software applications and statistical publications + Proficiency in Microsoft Word, Excel, Access, PowerPoint and Outlook + Related academic discipline or education fields include Mathematics , Accounting , Economics, Finance and Insurance. Job Responsibilities and Expected Results + Analyze and research computer generated edits on Unemployment Insurance Employer Accounts . + Investigate new or existing Unemployment Insurance Accounts for new locations , permanently out of business, strikes , layoffs, and business mergers within Arkansas . + Coordinate grant administration activities for the QCEW program. Ensure all requirements within the Department of Labor , Bureau of Labor Statistics Work Statement in the Cooperative Agreement are met. + Assist, train and perform quality assurance checks for all staff working on the QCEW program . + Maintain the QCEW Database using federally approved software. + Review and/or prepare narrative and statistical report s , publications , newsletters, and any correspondence for QCEW data. + Analyze, interpret , and compile statistical informatio n . + Assist in resolving operational and administration issues; identify issues and conduct research to find alternative solutions ; make and assist in the implementation of recommendations. + Track activities on progress to ensure all goals and objectives are met for the program . + Read, comprehend , and effectively apply federal, state, and agency policies, procedures , and administrative guidelines meet federal statistical guideline requirements. + Effectively use Microsoft products to create narratives, charts, and tables. Position Information Class Code: G181C Grade: GS07 FLSA Status: EXEMPT Salary Range: $40,340.00 - $64,343.00 Summary The Department of Workforce Services (DWS) Program Monitor is responsible for leading and conducting special research studies and monitoring and coordinating project/program activities. This position is governed by state and federal laws and agency/institution policy. Functions Supervises administrative support and professional staff by interviewing, recommending for hire, training, assigning and reviewing work, and evaluating the performance of incumbents. Conducts special studies to determine the effectiveness of agency programs, and the identification of and solution to problem areas, assists in project goals and objectives development, and reviews recommendations from project staff concerning method of approach. Evaluates existing programs by gathering pertinent information by reviewing files, conducting surveys and interviews, and contacting agencies in other states concerning their programs. Conducts interviews with staff and clients and performs evaluations of needs to determine what services are most beneficial. Makes presentations and speeches to boards and commissions and informs the general public of program services and DWS responsibilities. Evaluates project/program effectiveness after implementation by personal observation, conducting interviews, and reviewing data and reports. Interacts with staff from federal and other state agencies and the general public on matters concerning areas of responsibility. Performs other duties as assigned.
