Summary About the Position: This Acquisition Analyst position is located at Aberdeen Test Center, Command Staff (S-8) Directorate with duty location of Aberdeen Proving Ground, MD. Aberdeen Test Center uses salary control points within the salary range to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $132,468 (with locality). Do you acknowledge the salary will be set no higher than $132,468 with locality Responsibilities Serves as a Contracting Officer’s Representative (COR) for contracts when so designated by a Contracting Officer. Plans, develops and establishes the contractual strategy for the overall acquisition program for the organization. Prepares and maintains acquisition plans, appropriate milestone charts and related schedules. Assists in development of solicitation packages and conducts reviews of contract requirements, deliverables and contract changes. Responsible for the full range of acquisition planning and contract management functions required to support various contractual needs from pre-award to post-award functions Serve as advisor to program officials in procurement planning meetings. Plans and develops guidance material for technical, program management and acquisition personnel. Review and validate comprehensive reports in response to Department of the Army (DA)/Department of Defense (DoD) taskers by gathering and validating various contract information from ATEC subordinate organizations and other analysts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. One year of specialized experience equivalent to the NH-02/GS-11 grade level or equivalent pay band in the Federal service that includes: 1) Developing performance work statements/ Statements of Work, acquisition plans, and data requirements; 2) Developing sole source justifications, independent government cost estimates, and Market Research Reports; and, 3) Evaluating criteria for various types of complex contracts and other procurement actions. You will be evaluated on the basis of your level of competency in the following areas: Acquisition Strategy Contracting/Procurement Oral Communication Planning and Evaluating Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
