ITA is seeking an Acquisition Subject Matter Export to support Naval Sea Systems Command in Washington, DC.  This is a hybrid position with the expectation to be onsite at the Washington Navy Yard for customer meetings, as needed.

 

Please note this position is contingent upon successful contract award, expected Spring 2025.

Responsibilities

ITA is seeking a highly skilled and experienced Subject Matter Expert (SME) in Acquisition to provide expert guidance and support to ITA in the areas of defense acquisition, program management, contracting, and policy compliance.  The SME will play a critical role in supporting ITA's mission to develop program management solutions for the U.S. Navy. This individual will offer in-depth knowledge of acquisition processes, including but not limited to the Defense Acquisition System (DAS), and will act as a trusted advisor on complex acquisition challenges.

Key Responsibilities:

Provide expert guidance on defense acquisition processes, including procurement strategy, contract management, cost estimation, schedule management, risk management, and compliance with federal acquisition regulations (FAR) and NAVSEA-specific policies.Assist with the understanding of acquisition strategies for complex systems and projects, ensuring alignment with NAVSEA and Department of Defense (DoD) objectives.Advise on the integration of acquisition best practices into software developed for NAVSEA programs to optimize performance, cost, and schedule outcomes.Collaborate with internal and external stakeholders, including Navy program offices, contractors, and senior leadership, to ensure seamless delivery of ITA-developed tools to the customer.Review and evaluate acquisition documentation, including statements of work, cost proposals, and technical evaluations, for applicability for inclusion into a dashboard for program offices.Analyze policy changes and guide software development team in the application of new or updated regulations, directives, and processes.Serve as a mentor and provide training to ITA personnel in acquisition best practices, process improvements, and policy interpretations.Participate in the review and assessment of program progress and provide recommendations for process improvements and corrective actions when necessary.Assist in the the review of budget and financial plans associated with acquisitions, ensuring appropriate metrics are captured in the program management suite of tools.Provide subject matter expertise for all aspects of the acquisition lifecycle, from initial requirements definition through contract award, performance, and post-delivery support. Qualifications Bachelor’s degree in Business Administration, Engineering, Management, or related field (Master's degree preferred).Minimum of 10 years of experience in defense acquisition, program management, or contracting, with a strong understanding of DoD acquisition processes, preferrably at NAVSEADeep understanding of the Defense Acquisition System (DAS), Federal Acquisition Regulation (FAR), Navy and Department of Defense Instructions (DoDI) related to acquisition management.Active DoD security clearance (or the ability to obtain one).

Preferred Qualifications:

DAWIA Level III/Advance PM or DAWIA Engineer & Technical Mgt Level III/Practioner certification. Minimum of fifteen (15) years experience supporting Government acquisitions (DHS/USCG or DoD) in  acquisitions specialist, engineer, or program management roles. NAVSEA experience preferred.Proficient in MS Office products. certification in Acquisition or equivalent (or willingness to obtain).Experience working directly with NAVSEA or similar defense organizations.Familiarity with NAVSEA’s acquisition strategies, policy documents, and technical standards.Experience in shipbuilding, systems engineering, or related defense fields.Familiarity with government contracting practices and financial management related to defense acquisition.
