Acquisition & Utilization Specialist
Summary This position is located in the Office of Integrity and Compliance (OIC), Veterans Health Administration (VHA). The purpose of VHA's OIC is to enhance and preserve Veterans' trust by promoting a culture of integrity. Responsibilities This job announcement will remain open for 8 business days. Knowledge of the principles of acquisition planning sufficient to develop and implement a plan to procure a multiyear program or system involving successive program stages. Directs and leads development of comprehensive and detailed project plans including methodology, resource requirements, timelines, priorities, and budget impact. Develops and conducts presentations and makes recommendations to internal and external stakeholders to explain acquisition regulations and procedures. Negotiates performance requirements with national level stakeholders to obtain agreement in support of national strategic acquisition plans. Participates with internal and external stakeholders who are responsible for defining the goals of a project and works with them to prepare a master plan for accomplishing such goals. Consults on all phases of negotiation with the contract specialist and/or contracting officer for contract modifications, change orders, supplemental agreements and delivery order processes including requirements, definition, justification and approval for service contract extension, method of contracting, evaluation of proposals. Participates in review of bids, contractors' negotiations, and technical and business discussions with contractors. Develops performance work statements and objectives, cost benefit analysis, gap analysis, sole source justifications, past performance, market research, independent government cost estimates, evaluation criteria, options, lead times, and reporting requirements. Lead, facilitate and and/or participate on agency level Integrated Project Teams (IPT), providing mastery knowledge of the VHA acquisition and contracting processes. Briefs key leadership on costs, impact, feasibility, alternatives, issues, recommendations and status of project development and implementation. Initiates review of contracts whenever there is overall concern by customers, evaluates for impact and validity, identifies alternatives for remediation /systemic change, ensures corrective actions are taken and adequate response is provided. Complete all oversight and monitoring, and reporting activities. Produces required documents for internal and or external audits of contracts by the OIG, GAO, congressional inquiries, etc. Collaborates with stakeholders, and key decision makers to correct deficiencies noted by the auditors. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience as described below: Specialized Experience Requirement: Have 1 year of specialized experience equivalent to at least GS-12 in the normal line of progression for the occupation which includes the following examples. In order to meet the minimum qualifications for this position, you must meet 5 of 7 of the following examples of specialized experience. Principals of acquisition sufficient to develop and implement a plan to procure a multi program Apply price/cost techniques to administer and close out contracts Communication skills to navigate organizational boundary levels Plan and execute operationally integrating logistics operation with acquisitions, fiscal, clinical and administrative across organization Reference & apply administrative laws, principals & regulations Forecast & develop long range goals to influence changes in legislation or project authority. Refine or develop guidelines to improve effectiveness and efficiency of project or program AND Driver's License Requirement: Have and maintain a valid motor vehicle license. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The wrok is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walikng, stansing, bending, carrying of light items, such as papers, books, or small parts; or driving an automobile. The person may require extended sedentary periods whne participating in arduous negotiations affiliated with complex contrct award or modification.
