As an ARPA-H (Advanced Research Projects Agency for Health) Action Officer for the Strategic Technical ARPA-H Talent Support (STATS) Program at Noblis, you will be part of our Health Solutions account team, where you will leverage your financial management, budget analysis, and acquisition experience providing planning, execution, monitoring, and oversight of research and development (R&D) programs throughout their lifecycle, directly supporting Federal PM and the ARPA-H leaders to deliver transformative, sustainable, and equitable health solutions for the Nation. 

 

This is an opportunity for someone with experience in R&D and ARPA settings to work with an exceptionally talented and high-performing team on challenging and cutting-edge healthcare projects.  ARPA-H advances high-potential, high-impact biomedical, healthcare, and health research that cannot be readily accomplished through traditional research or commercial activity. Key focus areas of ARPA-H research portfolio will include Health Science Futures (expanding what’s technically possible), Scalable Solutions (reaching everyone quickly), Proactive Health (keeping people from being patients), and Resilient Systems (building integrated healthcare systems). 

 

The Project Acceleration and Transition Innovation Office (PATIO) helps to translate scientific and technological breakthroughs into real-world products and services. PATIO delivers impact through a suite of services provided to Program Managers and ARPA-H funded performers. For PATIO, success is when ARPA-H-funded technology graduates from the agency, survives in the wild, and accelerates better health outcomes for all Americans. PATIO services span the lifecycle of ARPA-H projects and programs, from concept development to graduation.   

 

Noblis is seeking a detail-oriented and experienced Action Officer to join our team at ARPA-H (Advanced Research Projects Agency for Health). The successful candidate will support an ARPA- H Mission Office Director in the planning, coordination, and execution of related activities within the ARPA-H organization. This includes the day-to-day execution of projects and activities while anticipating and solving a broad range of financial, business, administrative, and/or program management challenges. 

 

Responsibilities and Duties: 

Assist the PATIO director and PATIO front office in coordinating across the entire office and in interactions with both internal ARPA-H and external stakeholders Represent PATIO at Action Officer and Operations meetings Develop deliverables for PATIO Director Develop, organize, forecast, and maintain financial budgets and tracking financial milestones. Create and coordinate budget and, acquisition documents. Organize meetings Develop briefings to technical and non-technical audiences. Interact daily with multiple internal and external personnel with excellent communication, project management, and organizational skills. Provide administrative support to the Mission Office through a variety of tasks and deliverables. Attend weekly Action Officer Meetings and report out to the team and stay apprised of work. Maintain access to SAAVI (HHS clearance software system) and process clearance requests at ARPA-H. Assist Office Director and team with PowerPoint slide decks. Assist Office Director with performance metrics and reporting Some scheduling duties as required. Provide Noblis-internal leadership, including: Possible line management responsibilities. Providing professional development and mentorship for teammates.Development of new Business Development (BD) opportunities and related capture management, in close collaboration with Noblis’ BD team. 

Hybrid role - up to 3 days on-site 

Required Qualifications US Citizen and able to obtain a Public Trust Clearance 'Experience in supporting Government clients, including monitoring deliverables, allocating resource needs, and project workplans is required.  Knowledge/experience in an ARPA organization highly desired A minimum of 13 years past work experience in acting in a executive assistant, chief of staff, or project management role supporting Government clients for federal programs required, preferably for research or scientific organizations A Master of Business Administration degree is required  Experience monitoring deliverables, allocating resource needs, and project workplans required. Must be highly detailed-oriented with strong organizational skills and ability to track multiple tasks across multiple levels of the organization simultaneously. Highly adaptable and able to juggle more than one task at a time  Desired Qualifications Knowledge/experience in an ARPA organization highly desired Excellent oral/written communication skills Excellent organizational & time-management skills. Experience with basic and applied research and prior experience as a senior Systems Engineering and Technical Assistance (SETA) Contractor is desirable. Experience in Federal Healthcare and/or Scientific Consulting, supporting complex healthcare and programs of a research and development (R&D) nature is preferred. Experience with ARPA processes and direct support to Government program managers highly preferred. Prefer experience supporting DARPA or related Federal "ARPA" agencies (IARPA, ARPA-E, ARPA-H, HSARPA) strongly desired. Experience managing multiple tasks at once and adhere to guidelines, budgets, and deadlines. Ability to work on multiple projects which includes prioritizing, tracking, attention to detail, follow-up and follow-through to project completion.  Proficiency in Microsoft Office suite Strong organizational and analytical skills. Ability to adapt quickly to changing requirements and handle frequent changes as needed. Demonstrated creativity, foresight, initiative, and mature judgment in anticipating and solving problems.Excellent communication, collaboration, and interpersonal abilities to mediate priorities and negotiate with vendors, team members, and stakeholders Proven results-oriented problem-solving abilities. Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.  Overview

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
