All Native Group is seeking a Psychologist to support ADAP Program for US Department of State Bureau of Medicine in Washington DC The Bureau of Medical Services is responsible for the worldwide medical program for approximately 75,000 employees and eligible family members of the Department of State, USAID, and other Federal agencies with personnel assigned to U.S. diplomatic missions overseas and for the health care program within the Department of State. This position is in the Alcohol and Drug Awareness Program (ADAP), located in the Office of Employee Consultation Services (ECS) within the Directorate for Mental Health Programs in Washington, D.C.

 

The responsibility of the (ADAP), is to reduce the adverse effects of substance misuse within the Department, to provide assessment, counseling and treatment referrals for individuals seeking care, and to educate manager, employees and family members on ways to prevent or intervene on substance misuse.

 

ADAP has global responsibility for Employment Assistance Professional (EAP) activities and clinical and prevention services that address substance use issues among the approximately 75,000 employees and family members including all Department of State (DOS), United States Agency for International Development (USAID) employees and their immediate family members, and all federal employees and family member stationed overseas who participate in the Department’s Medical Program. Personal Service Contractors may also receive services in accordance with the terms of their contracts, as may Medical Program participants who qualify through agency or personal contributions to the Interagency Cooperative Administrative Support Services (ICASS) agreement.

 

ADAP activities have broad application and effects within and outside of MED, including Departmental policy and regulatory compliance, applicant hiring decisions, overseas post approval for certain employees or family members, interventions or medevacs by healthcare providers at Health Units overseas, and termination of employees engaged in illicit drug use.

 

Essential Functions

Clinical Care

Incumbent is an expert in the art and science of assessing, diagnosing, formulating clinical recommendations and counseling individuals with substance use problems across the continuum of care and in accordance with the current Diagnostic and Statistical Manual and the American Society of Addiction Medicine. He/she is aware of the interactions between co-occurring substance and psychiatric disorders. He/she educates patients about the relationships between life problems and the use of addictive substances, and the behavioral and psychological signs which are characteristic of a substance use disorder. Incumbent is knowledgeable of medical symptoms and consequences of problematic substance use.

 

Incumbent will conduct an initial assessment and determination of appropriate and available resources. This includes delivering services directly and referring to community-based services, including recommending level of care and suggested providers for the plan of care. The incumbent must select and consult effectively with medical and behavioral health professionals; skill in use of technical medical language is necessary for effective consultation and patient care. Finally, Incumbent consults with providers when comorbid disorders may affect the course of recovery.

 

Care Management and Coordination

ADAP personnel identify suitable treatment programs and providers, visit prospective programs and individual providers, and evaluates their ongoing efficacy for the Department population. Incumbent will have expert knowledge of fiduciary responsibilities in selecting and referring patients for care by community providers. Where cost savings can be had without reducing treatment efficacy, these opportunities will be sought and developed whenever possible.ADAP oversees treatment for individuals who are referred for substance use treatment whether located domestically or overseas. Incumbent will obtain required releases and coordinate patient referral or admission with programs. For clients that are medically evacuated, the incumbent will work closely with the medical staff and other officials to identity and refer patients to appropriate non-Departmental treatment providers, educate and advise employees and family members of what to expect, serves as liaison to supervisors and medical staff as permitted, and provides clinical recommendations regarding medical clearance decisions post-treatment. For patients who are hospitalized, the Incumbent prioritizes an in person visit to local facilities or virtual visits to distant facilities to assess program efficacy and consult with the treatment team. Duties of the ADAP Psychologist include managing referrals from the Drug Free Workplace Program and Office of Conduct, Suitability, and Discipline and supervising compliance with clinical recommendations. Responsibility 3: Prevention, Consultation and EducationalADAP personnel are expected to perform educational and consultation duties for Embassies, Consulates, and other Missions throughout the world and therefore must be fully capable of clinical and decision-making responsibilities. Knowledge about substance use, prevention, diagnosis of mental health and substance use disorders, and related treatments is highly complex and specialized. The Incumbent functions as a Technical and Subject Matter Expert by using his/her specialized knowledge, skills, and abilities to provide consultation to clinical personnel within MED, including psychiatrists, physicians, physician assistants, nurse practitioners, nurses, social workers and psychologists. Incumbent provides training for MED's domestic and overseas employees. The ADAP psychologist will make regular presentations on the role of ADAP, substance use, and responsibilities of supervisors and management.Consultation/counseling with employees, supervisors and managers will include evidence-based strategies for working with substance-related concerns. Incumbent advises overseas and domestic officials so that steps taken are consistent with federal laws and regulatory guidance. Incumbent provides consultation and education to MED employees assigned to domestic and overseas posts. The ADAP Psychologist must be alert to new clinical information and develop educational programs to convey developments in treatment and prevention of substance use disorder. The ADAP Psychologist may be designated to represent MED at Interagency meetings, or conferences related to substance use disorders. ADAP personnel will identify posts in need of education and training. Incumbent will assess psychological stressors affecting specific posts, such as constraints on travel or recreation, and how these may affect substance use patterns. Incumbent will identify local treatment and self-help resources and become familiar with local factors (safety, counterintelligence) affecting substance use. S/he may also evaluate employees or eligible family members who self-refer, or those who are referred by medical officials for consultation.Recommendations directly affect Departmental staffing, employee assignment, and applicant entry into the Foreign Service. In practice, there is minimal external guidance for ADAP clearance recommendations, and so Incumbent's clinical education, experience, judgment, and knowledge ofDepartment lifestyle and culture must be uniquely employed to formulate accurate medical clearance recommendations.

 

Policy and program support

The ADAP Psychologist provides guidance, consultation and education to Departmental officials as to federal confidentiality regulations, such as confidentiality under 42 USC Part 2. S/he ensures that information is released only in accordance with current applicable regulations and works collaboratively with officials in and outside the Department to comply with confidentiality requirements. Supports and aids program development of new policy or policy changes and makes appropriate suggestion for program growth and implementation to the ECS Director and USDH ADAP Clinical Psychologist. Incumbent will work on initiatives that broaden internal support to individuals in recovery from substance use disorders.

 

Capabilities

Ability to apply systems theory and work tactfully and cooperatively at all levels in order to provide effective consultation to supervisors, managers, and employees.Intermediate to Advanced skills in MS Office suite of tools; Demonstrate a willingness to work in a team environment, and the ability to work independently as appropriate while prioritizing and supporting multiple tasks.

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

 

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

Must be able to remain in a stationary position 75% of the time.Occasionally moves about inside the office to access file cabinets, office machinery, etc.Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.Expresses or exchanges ideas by means of the spoken word.  Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly or quickly.Frequently moves standard office equipment up to 25 pounds.Must be able to work indoor conditions 90% of the time.

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.

 

Position Type/Expected Hours of Work

This is a full-time position. Typical days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m.  Evening and weekend hours required, as required by business need.

 

Travel

Travel is primarily local during the business day, although some out of the area travel and overnight may be expected

 

Experience

Experience formulating substance abuse treatment plans.Experience in performing in-depth psychological evaluations of adults with substance use disorders and co-morbid psychiatric and health conditions.Experience in report-writing and and recommendation of treatment plans.Experience providing technical expertise, guidance, and direct services in the area of Clinical Psychology and psychology programs.

 

Education

Ph.D. or equivalent degree in clinical or counseling psychology from a doctoral program approved by the American Psychological Association (APA).

 

Additional Eligibility Qualifications

S/he must have completed an American Psychological Association (APA) approved clinical psychology internship and have a minimum of five years of post-doctoral experience in the field of substance use treatment.S/he will have a current, unrestricted State license in PsychologyS/he will have aa current state or national substance use clinical credential.

 

Security Clearance

A Secret clearance is required top secret preferred.
