Overview
Devis is seeking an an experienced and mission-driven Project Manager to join our team in support of the Defense Health Agency (DHA) Business Operations and Executive Support Services (BOESS) contract.
The successful candidate will provide comprehensive program management and lead this effort in support of the Assistant Director for Health Care Administration (ADHCA) at DHA.
ADHCA is responsible for the planning, administration, and sustainment of health care delivery across all Department of Defense (DoD) Military Treatment Facilities (MTFs), as well as the operational readiness of both the medical force and the armed forces.
This position plays a pivotal role in managing critical business functions—including military and civilian personnel, manpower support, resource management, and executive-level operations—in support of ADHCA’s oversight of the TRICARE Health Plan and unified Military Health System (MHS).
This role is contingent upon award and is on site in Falls Church, VA.
Primary Duties
+ Provide executive-level program management and leadership across multiple functional areas including healthcare administration, manpower, personnel support, and resource management.
+ Serve as the primary point of contact with DHA/ADHCA senior leadership, facilitating collaboration, alignment of objectives, and mission execution.
+ Oversee the development, implementation, and monitoring of task plans, schedules, deliverables, and program milestones in accordance with contract and policy requirements.
+ Direct the coordination and support of business operations functions in alignment with ADHCA’s policy and operational priorities.
+ Lead and participate in strategic planning sessions, program reviews, governance meetings, and other executive engagements.
+ Ensure performance excellence through quality assurance, risk management, and continuous process improvement initiatives.
+ Support the recruitment, onboarding, and retention of qualified personnel to ensure contract staffing requirements and readiness.
+ Maintain compliance with DoD and DHA policies, directives, and applicable federal regulations governing health care delivery and administration.
+ Oversee executive support services to include correspondence management, executive briefing development, decision support, and coordination of strategic communications.
+ Drive alignment of healthcare delivery strategy with operational readiness objectives across all branches of service.
+ Interface with key stakeholders including TRICARE leadership, DHA divisions, and external agencies to coordinate joint initiatives and cross-functional priorities.
+ Analyze healthcare policies, regulations, and legislative changes to provide strategic insights and actionable recommendations to senior leadership.
+ Guide organizational change initiatives and modernization efforts aligned with the MHS transformation objectives.
Skills and Knowledge
+ Deep understanding of the Department of Defense healthcare system, including Military Treatment Facilities (MTFs), TRICARE, and the Military Health System (MHS).
+ Demonstrated expertise in program and project management, particularly in large, complex, and cross-functional environments.
+ Ability to interpret and implement federal healthcare policy and organizational directives within an operational setting.
+ Strong leadership, analytical, and communication skills with the ability to interact effectively with senior government officials and diverse teams.
+ Proficiency in developing and managing performance metrics, deliverables, and integrated schedules.
+ Skilled in stakeholder management, change management, and strategic execution.
+ Understanding of federal acquisition processes, contract management, and government oversight expectations.
+ High emotional intelligence and the ability to foster collaboration, team development, and trust across multifunctional groups.
+ Proficient in Microsoft Office Suite, SharePoint, and task management tools (e.g., Microsoft Project, Jira, Confluence).
Required Qualifications
+ Minimum 5 years of program management or consulting experience, preferably supporting federal healthcare, military operations, or DoD environments.
+ Familiarity of the DoD and the Defense Health Agency.
+ Experience organizing, directing, and managing contract operation support functions.
+ Demonstrated ability to manage large teams at multiple locations and overseeing multiple concurrent workstreams in a mission-driven organization.
+ Proven record in maintaining client relationships at senior organizational levels.
+ Experience with formulating task plans and ensuring schedule compliance.
+ Strong leadership, communication, problem-solving, and stakeholder management capabilities.
+ U.S. Citizenship and ability to obtain and maintain a Public Trust clearance.
Preferred Qualifications
+ Bachelor's degree in Business Administration, Healthcare Administration, Public Administration, Management, or a related field.
+ Project Management Professional (PMP) certification and/or other recognized project/program management credential .
+ Prior experience supporting the Defense Health Agency (DHA), Military Health System (MHS), or similar federal health entities.
+ Familiarity with TRICARE operations, DHA personnel and resource management policies, and military medical readiness processes.
+ Experience with process improvement methodologies (Lean, Six Sigma)
+ Demonstrated skills in strategic planning and implementation.
+ Experience with federal healthcare programs and policies.
Clearance
+ Active Secret Security Clearance is preferred.
Salary Range
+ $135,000 - $149,000
