Adjudication Team Lead
The Adjudication Team Lead provides proactive management in identifying and anticipating problems and communicating to upper leadership prior to any adverse impact. The Team Lead must possess the expertise to analyze data and metrics for early indication of problems within their team in the adjudication of cases and take appropriate actions to resolve problems and manage caseload. It is imperative that the Team Lead communicate technical direction to the staff in an effective and timely manner and ensures the dissemination/application of lessons learned from quality assurance checks. The adjudication performance element is judged by meeting time requirements of adjudicative phases of assigned work. Provide expertise to review and analyze investigative reports in order to be able to correctly identify and evaluate derogatory and mitigating information and make a recommendation regarding an individual’s eligibility or continued eligibility for a Department of Energy (DOE) access authorization. The Team Lead is responsible for the quality assurance of all actions going to the Federal Staff from the section’s team. The Team Lead reviews all relevant information and actions documented in a personnel security file (PSF), not just spot checking but is required to conduct a thorough review of the PSF and all relevant information pertaining to the action. A review may warrant an entire PSF review, including case evaluation sheets and any other documents relevant to the current adjudicative action. **Responsibilities** + Attend and complete professional development training as it relates to Personnel Security proficiency. + Assures completeness of investigative coverage; identifies and analyzes derogatory and mitigating information, prepares detailed written case histories and case evaluations and analysis of all available information, and makes written determinations and recommends further action and processing. All written products must be professionally prepared, and technically and grammatically correct. Case evaluations include, but are not limited to, investigations, reinvestigations, and HRP, and SCI cases. + Prepare letters of interrogatory (LOIs), reports, or other security related documents, as appropriate. + Conduct in-depth personnel security interviews (PSIs) in accordance with DOE directives, policies and procedures; prepare interview summaries and recommend appropriate security action. PSI’s require verbatim records and must be suitable for use in future formal hearings and court proceedings. Prepare correspondence related to any subsequent security action, such as psychiatric evaluations, clearance suspensions, and administrative reviews to include preparation of the Summary of Security Concern (SSC); and testify before a Hearing Officer during Administrative Review hearings when deemed appropriate by PSD Management. Ensures that SSCs prepared by the section team members for Administrative Review are correct, complete, and in full compliance with all laws and DOE Orders, policy and guidelines. + Enters information and data into the personnel security databases. + Frequent travel is necessary to conduct PSI’s and perform other personnel security program support, as required. + The Team Lead will direct section team members and adjudicative activities on a daily basis meeting federally mandated timeline. + The Team Lead oversees the planning and assignment of work to contractor personnel security specialists and sets priorities. + Reviews completed deliverables/work; to include responsibility for the review of second reviewer comments on all contractors prepared Case Evaluation Summaries (CES). + The Team Lead maintains a work plan that project completion dates of assigned work and prepares corrective action plans as necessary. + Participate in the development and review of the Adjudication Analyst training plans; to include communicating expectations, expected proficiency and completion dates for all training. + Provide on-the-job training to all Adjudicative Analysts assigned to the team. + Ability to participate in security inspections of NNSA Site Offices and contractors as a subject matter expert in personnel security to assure compliance with personnel security regulations and prepares written reports and oral/visual presentations to NNSA and DOE management regarding inspection results and recommendations. + All other duties as assigned. **Qualifications** + Undergraduate degree or equivalent experience. + Demonstrated knowledge in the following areas: good verbal and presentation skills at the professional level, communication, effective writing techniques, and computer skills. + Excellent organizational and planning skills. + Working knowledge of the DOE NNSA Personnel Security Program, DOE Manual 470.4-5, Personnel Security, Title 10 Code of Federal Regulations, Part 710 (10 CFR 710) and Atomic Energy Act of 1954, Energy Reorganization Act of 1974, the Privacy Act, and other related Federal statutes: Executive Order 10450, DOE standards and procedures implementing these statutes and executive orders, security regulations affecting personnel security programs + 5 years of equivalent experience in the DOE personnel security program or equivalent government personnel security or investigative experience, is desirable.
