Admin & Support IV: Program Assistant for Forensic MedicineOverview:
The Program Assistant for Forensic Medicine will support INL/Honduras in support of their mission.
Primary Responsibilities:
· Oversees and coordinates the implementation and management of effective criminal investigations, forensics, and corrections capacity building programs. Manages and supports the routine implementation of programs by providing comprehensive support to training events, seminars, procurements, and other implementer program activities.
· Assesses the development of new programs or activities to support the strategic direction of INL, US Embassy and the Central American Regional Security Initiative.
· Defines, tracks, and aligns implementer deliverables to ensure the programs’ overall program outcomes line up with INL, US Embassy and the Central American Regional Security Initiative objectives.
· Serves as liaison to implementing partner organizations, such as the National Forensic Science Technology Center, the DOJ International Criminal Investigative Training Assistance Program, and the University of North Texas, for programming activities.
· Serves as principal interlocutor to supported partners in the Government of Honduras (GOH), including engagements with agency heads and below within the GOH criminal justice system.
· Manages the programs’ budget, monitoring expenditures and costs against set deliveries.
· Manages risks, issues and suggest taking corrective actions when programs are not complying with the goals and objectives.
· Advises INL officers and stakeholders on any given issue within the criminal investigations, forensics, and corrections programs.
· Coordinates and executes high level delegation visits to meet program goals.
· Submits procurement actions within the DOS policies and needs of the program. Drafts all required documents as needed and keep a record of all procedures and approvals given.
· Develops and maintains program documentation.
· Provides expertise in the logistics’ planning and development of missions and operations in support of the criminal investigations program.
· Must know all the aspects related to the criminal investigations, forensics, and corrections programs to assist the program manager as needed.
· Provides guidance in all aspects of the forensics programming activities.
· Identifies needs and weaknesses of GOH institutions and coordinate the creation of long and short-term advisories, trainings, seminars, etc. as well as supervise accomplished goals.
· Coordinates and works directly with various USG agencies, such as Department of Justice and USAID, on related programming activities shared with the GOH authorities.
· Keeps the program officer, INL director and Deputy director and other USG personnel as appropriate, informed and briefed on all matters relating to criminal investigations, forensics, and corrections programs.
· Ensures that work performed will be accomplished within INL policies and regulations.
· Supervises and assures the compliance of Leahy/local vetting policies before any support given.
· Provides expertise and assistance to INL/H to oversee the day-to-day logistical support aspects of the criminal investigations, forensics, and corrections programs.
· Produces accurate and timely reporting of program status.
· Interprets for high level delegations as needed.
· Completes official and unofficial translations of written communications.
· Creates a work plan per the instructions.
· Provides weekly, monthly, quarterly, and annual reports of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.S. objectives, project highlights, and other relevant significant information including metrics, milestones achieved, and other relevant statistical data. Reports on scheduled upcoming meetings, trainings, and other activities, outlining dates and participants.
Education and/or Experience:
· BA/BS (University degree equivalent).
· Five (5) years administrative experience in a professional setting.
· Three (3) years’ work experience in a related field (logistics, travel).
Knowledge, Skills, and Abilities:
REQUIRED
· FSI Level 3/3 English, FSI Level 3/3 Spanish.
· Demonstrated excellent communications skills, both oral and written, in Spanish.
· Effectively communicate in English and Spanish, knowledge of the Microsoft Office suite to include Word, Excel, and Power Point, ability to learn new software.

PREFERRED
· Two years of post-secondary education or other certifications within the field of administration or management.
· Previous government, law enforcement or project management experience.
