Administration Officer, Morehead Development Hub | WPP - APSP
+ **Location: Morehead, PNG** + **Commencement: March 2025** + **Duration of contract: Up to February 2026** + **Open to PNG Citizens only** **About the Program** A stable, prosperous, peaceful and resilient PNG is critical to Australia's interests. Australia is PNG's largest development partner, its main partner on economic and security issues. The **Australia PNG Subnational Program** (APSP) is an enabling mechanism comprised of three separately designed programs including: Bougainville Partnership (BP), Kokoda Initiative Partnership (KIP), and the South Fly Resilience Plan (SFRP) which is transitioning to the Western Province Partnership (WPP). Each program has its own outcomes, theory of change, operational approach and separate monitoring and evaluation systems. The APSP also includes the Subnational Governance Implementation Plan (SGIP) that proposes a scalable foundational delivery model of subnational engagement. The SGIP is referenced in the APSP Contract and Strategic Framework as the continuation of the current network of subnational advisers (SNA) in the Western Province, Highlands, Sepik’s and Morobe. There are five high level outcomes which span all programs: + Output one: Effective gender-centred programs delivered for Bougainville, Kokoda, and Western Province + Output two: Support DFAT to coordinate Australian inputs in selected subnational contexts + Output three: Technical assistance targeted at key institutions and policy reforms + Output four: Rapid programming of resources in support of DFAT priorities + Output five and six: Analysis, learning, and adaptation Managed by Abt Global under a single contract from 2022 to 2026, the centralised approach is aimed to ensure and drive value for money by realising back-office efficiencies, ensure gender is consistently at the forefront of each program and deliver opportunities for learning and adaptation between programs. **About the Program Activity** The **Western Province Partnership** (WPP) is a component of the Australia-Papua New Guinea Subnational Program (APSP). The objective of the WPP is for Australia and Western Province foster stronger ties and greater coordination to improve human and economic development, enabling infrastructure and regional security. The WPP will work toward the realisation of the following end of program outcomes (EOPO) by 2026: 1. Women and men participating in program activities have diversified livelihoods from agriculture and fisheries. 2. Targeted communities collaborate to strengthen welfare, production, and resilience. 3. Women contribute to decision-making and take on leadership roles in targeted provincial, district, and community structures. 4. Policy and practice at provincial and district levels are directed towards delivery of minimum priority services. The WPP is nested under the Western Province Strategy which aims to unify Australia’s development assistance and captures Australia’s whole-of-government engagement. The main components of the South Fly Resilience Plan have transitioned to the WPP. The Morehead Development Hub, a geographical expansion initiative of the WPP, will provide improved access to program resources and activities for surrounding communities, implementing partners and government counterparts. The range of activities to be implemented be from most programmed components. Emphasis will be on support to women and men in agriculture and livestock; community governance through small grant modalities and land use planning; gender empowerment and disability inclusion; WASH and Water Security; Ranger Program outreach and strengthened Provincial and District Administration Capacity (in rural development and agriculture). **About the Opportunity** The Administrative Assistant reports to the Morehead Hub Manager and is responsible for providing administrative support to the Morehead Hub manager and ensuring the smooth running of the office and the hub facility daily to a high standard. The Administrative Assistant will ensure a visible and systematic commitment to achieving gender equality at Abt. **Key Responsibilities** + Provide support to the hub manager to coordinate office operations and ensure efficiency and productivity. + Answer phones, manage email enquiries, handle customer queries in a timely manner and be the first point of contact for all visitors to the hub using a register for record. + Manage calendars and coordinate events for the training facility and farm operations, preparing and distributing documents to participants when required. + Responsible for arranging flights, boat trips, meals and accommodation for Morehead development hub staff in compliance with APSP Finance and Travel business procedures and policies. + Providing effective support to meetings and workshops, including arrangement and provision of refreshments as required in liaison with Procurement and Finance team + Ensure the entire office, including all offices, meeting rooms, bathrooms, kitchen and adjacent areas are clean, office supplies organised and in stock, report on any maintenance or supply issues observed. + Providing basic clerical support as required, including messaging, photocopying, filing, maintaining a stationery inventory. + Ensure office equipment is maintained, and relevant records are up to date. + Support stocktakes and audits of program and operational equipment stored in the office and in storage locations. + Assist in compliance with the APSP Operations Manual and Hub Operations Manual, particularly in relation to the management of the hub and farm facilities. + Ensure daily data entry, report compilation, filing and accurate documentation of relevant areas. + Any other duties as directed **Key working relationships** **Reporting to:** + Morehead Development Hub Manager **Working alongside:** + Morehead Development Hub Farm Coordinator + DAL Officer + Driver + Manager, Finance & Operations + Manager, Economic Initiative Program + Manager, Grant Scheme + WPP Procurement & Logistics Officer + WPP Finance Assistant + Infrastructure and Procurement Coordinator + Accountant (Pom) + Abt PNG Management Services Unit + GEDSI & Safeguarding COP + Implementing Partners – national and sub national levels + DFAT, GoPNG and key stakeholders at national and sub national levels + South Fly District Administration and Western Provincial Administration **About You** We are seeking an individual who will bring: **Qualifications** + Diploma in Business or Grade 12 Higher School Certificate with 2-3 years’ experience in an office environment + Experience in clerical duties with experience in office management most preferred + Drivers licence an advantage **Knowledge** + Demonstrated understanding of basic office management practises + Knowledge of operational compliance and administration **Skills/Experience** + Three years relevant experience + Ability to work independently and as part of a multi-cultural team. + Demonstrated commitment to promoting gender equity and social inclusion in all aspects of this role. + Good communication, interpersonal, and problem-solving skills. + Excellent time management and organisational skills. + Able to multitask, pay attention to detail and contribute to a team + Punctual, responsible and reliable. **Personal Attributes** + Honesty and integrity + Delivers results for stakeholders + Builds teams and cooperation + Promotes Equity, Inclusivity and Diversity + Flexible to adapt to change **How to Apply** + Please ensure to address the Key Selection Criteria (About You) in your cover letter, and submit your application online, along with your CV as a single document. + Applications must be submitted personally by individuals only.
