Summary About the Position: This position is with Headquarters, US Army Corps of Engineers, Directorate of Civil Works. A recruitment/relocation incentive may be authorized. Responsibilities Serves as Administrative Assistant/Administrative Officer in providing policy and regulatory matters involving managerial and administrative support, manpower, and personnel activities. Manages the origination, development, formulation and execution of administrative and management policies, programs, and plans as they pertain to overall Division functions and day-to day operations to ensure maximum support. Provides key assistance in vital services, such as management analysis, manpower, personnel, budget, workload reports, and automatic data processing. Oversees the status of personnel actions, manpower, and budget expenditures. Studies regulations, reports, and work measurement data within the Division to assist the Deputy Chief in adjusting workloads, reorganizing or changing work processes, functions, and manpower. Studies space utilization, work measurement, and workflow to assist the Deputy Chief in management decisions. Represents the Division in meetings and discussions pertaining to the diversified activities encompassed in the administrative and management functions. Evaluates the impact of new or revised policies, procedures, or specific legal, budget, supply, or other requirements on the administrative management of the Division. Specialized experience required at GS-11: To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: Provide administrative management and clerical functions and support to staff; Assist in the planning and executing the operating budget, manpower and resources requirements; Provide advice on routine human resource issues and preparing Human Resources (HR) documents for use in recruitment efforts; establishing priorities and performing administrative duties independently; Utilize automated systems to support the organization to initiate, prepare travel orders, enter time and attendance, monitor credit card accounts usage; and Remain knowledgeable on organizational policies, procedures and regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized experience required at GS-12: To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: Provide expert technical interpretation of administrative management and clerical functions, policies, procedures, regulations, manpower, budgetary and resources requirements to support the organization; Serve as a subject matter expert on human resource issues and preparing Human Resources (HR) documents for use in recruitment efforts; Prioritize workload to meet suspense, deadlines and organization goals; Evaluate the effectiveness of policies and practices for compliance and dissemination to the workforce; Track budget, credit card account usage, manpower and resource requirements through utilization of automated/web-based system or systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted at the GS-12 level. You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Communications Planning and Evaluating Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
