Position Summary
Lincoln County Health and Human Services is looking for a dedicated individual to perform a wide variety of complex administrative and secretarial activities as a confidential assistant. As well as provide administrative support to the HHS Director, the Division Directors/Deputy Directors, and other administrative leadership in day-to-day operations. Providing valuable assistance to advisory boards as assigned. Managing the coordination of grants.
Minimum Requirements:
+ High School Diploma / GED
+ Four-Five years of progressively responsible experience providing primary management support to a department level administrator.
+ Oregon Driver's License required / Must obtain within 30 days of hire.
Desirable Qualifications: An associate degree and experience working within a governmental or private non-profit health care system is preferred.
Substitution Note:Any satisfactory combination of experience or training which demonstrates the ability to perform the above-described duties as determined by the County.
Knowledge of:
+ Thorough knowledge of administrative office practices and business English, spelling, composition, and mathematical calculations.
+ Working knowledge of standard budget practices.
+ Experienced knowledge of office management.
Skill or ability to:
+ Maintain confidentiality.
+ Organize work to meet deadlines and multiple priorities.
+ Convey information, ideas, and facts both orally and in writing to supervisors, colleagues, and individuals, inside and outside the county, using language and a format the audience will best understand.
+ Utilize computers and other technology to communicate in written and verbal forms (e.g., Microsoft Office, texts, emails, department-specific software).
+ Effectively relate well with others, including supervisors, colleagues, and individuals inside and outside the county. Exhibit a professional manner in dealing with others and working to maintain constructive working relationships.
+ Take personal responsibility for the quality and timeliness of work. Show up to work on time, and follows instructions, policies, and procedures. Meet productivity standards, deadlines, and work schedules.
GENERAL OFFICE:
+ Coordinate and oversee daily office activities.
+ Receive and process departmental mail and deliveries.
+ Perform general office duties such as filing and preparing correspondence.
+ Manage the office supply inventory and audio-visual equipment.
MANAGEMENT SUPPORT:
+ Schedule appointment for Executive staff.
+ Secure accommodations and travel arrangements.
+ Provide administrative support to executives.
+ Provide support to the HHS Director, PH Director, and BH Director.
+ Prepare agendas, minutes, meeting materials for Advisory Committees, act as support to these groups, as requested.
+ Prepare minutes for several meetings, included but not limited to leadership, staff, advisory and steering committee meetings.
+ Work with the Division Directors/Deputy Directors to update policies and procedures.
CUSTOMER SERVICE:
+ Provide fast, efficient, and friendly service to the public by phone, email and in person.
+ Communicate professionally with staff and the public.
PERSONNEL:
+ Support staff as needed.
GRANTS:
+ Assist and coordinate OHA, IHN-CCO, HRSA, and other compliance audits, as assigned.
+ Prepare reports and follow-up for grants, and contracts.
+ Submit reports on monthly, quarterly and/or annual basis to granters, such as State OHA and IHN.
+ Coordinate and assist in preparation for regulatory audits as needed.
OTHER FUNCTIONS:
+ Attend and participates in team meetings, trainings, and activities to further the goals of the organization.
+ Back up to other administrative staff as needed.

WORKING CONDITIONS
Job Conditions:Normal office conditions and working hours. Extensive computer work. Limited exposure to client cases that may relay traumatic experiences.
Work Location: Lincoln County
Travel: Local travel to County facilities and to attend community meetings will be required frequently. Occasionally will be required to travel out of the local area for various meetings, conferences, and trainings.

The County's current contribution rate is 11%.
Regular and Trial Service employees working between 20 and 39 hours per week on a regular basis are eligible for pro-rated employee benefits.
