JOB SUMMARY
This position is responsible for providing administrative support for department operations by performing a wide variety of work including taking, referring, and handling incoming messages; reviewing and organizing incoming applications; maintaining manual and computer files; preparing and/or typing reports, records and correspondence; and doing other projects and duties as assigned. Provides information and assistance to developers, the community and the public on building, planning, and development related matters.
MAJOR DUTIES
+ Answers telephone and greets visitors; provides information and assistance; refers to appropriate personnel.
+ Processes various payments.
+ Collecting, reporting, and transmitting all money to the County Treasurer.
+ Processes, reviews, and organizes incoming applications for planning, building, septic system, approach, sign and billboard, and earth disturbance permits for compliance with ordinances, state statues, and federal guidelines; verify contractor licenses; enters information into software system; receives and record related fees; tracks permit through the review process.
+ Respond courteously to inquiries, provide information, and explain procedures associated with various permits to property owners, builders, contractors, and other related to the permitting, review, and inspection process.
+ Operational knowledge of Meade County ordinances and their application.
+ Keep all official records, documents, and reports properly submitted, filed, stored, or recorded on a timely and ongoing basis.
+ Prepares and submits appropriate information in support of Planning meetings.
+ Provides support to the public in the use of the GIS software system.
+ Perform related duties as may be necessary.
KNOWLEDGE REQUIRED BY THE POSITION
+ Knowledge of relevant federal and state laws, county ordinances, and departmental policies and procedures.
+ Knowledge of the principles and practices of community planning, developing, and building.
+ Knowledge of plan review and building inspection principles.
+ Knowledge of county permitting policies and procedures.
+ Knowledge of computers and job-related software programs.
+ Skill in preparing clear and precise reports.
+ Skill in prioritizing and organizing work.
+ Skill in providing customer services.
+ Skill in the maintenance of files and records.
+ Skill in oral and written communication.
+ Familiarity with plats, surveys, easements, and legal description is preferred, but not required.
SUPERVISORY CONTROLS
The Planning Director assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the results.
GUIDELINES
Guidelines include the International Building and Residential Codes, South Dakota state statues, county ordinances, and county and department policies and procedures. These guidelines are generally clear and specific but may require some interpretation in application.
COMPLEXITY/SCOPE OF WORK
+ The work consists of related administrative duties. Frequent interruptions contribute to the complexity of the position.
+ The purpose of this position is to provide administrative support for department operations. Successful performance contributes to the efficiency and effectiveness of those operations.
CONTACTS
+ Contacts are typically with co-workers, other county employees, elected and appointed officials, property owners, contractors, developers, surveyors, engineers, attorneys, real estate professionals, and members of the public.
+ Contacts are typically to give or exchange information, resolve problems, and provide services.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
+ The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light objects.
+ The work is typically performed in an office.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
None.
MINIMUM QUALIFICATIONS
+ Knowledge and level of competency are commonly associated with the completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
+ Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
+ Possession of or ability to readily obtain a valid driver’s license issued by the State of South Dakota for the type of vehicle or equipment operated.
