Job Description

The Data Management and Reporting Administrative Consultant will be an integral member of the Division of Special Education, providing leadership, guidance and support for the Bureau of Data Management.
Your Responsibilities:
+ Oversees the data, analytics, and reporting for the Bureau of Data Management. Provide leadership and coordination to the special education Data and Reporting Educational Program Consultants (EPC) in their work. Provide guidance and coordination as it relates to Division of Special Education and Bureau of Data Management goals. Provide internal goal monitoring in cooperation with the Bureau Chief. Implement division and bureau initiatives in collaboration with Department staff.
+ Provide leadership for birth-21 special education eligibility and accountability assessment alignment and coordination for initiatives related to Part C and Part B assessment requirements. This work includes summarizing and disseminating assessment results of students with disabilities.
+ Offer support and technical assistance to districts to support effective special education service delivery and data use/management to improve the success of learners receiving Individuals with Disabilities Education Act (IDEA) services, birth to 21. This includes: 1) Using and evaluating ACHIEVE data to identify system and student needs; 2) participating in integrated monitoring activities; 3) summarizing ACHIEVE data for purposes of continuous improvement; Develop statewide knowledge of and use of available data platforms (e.g., Panorama Student Success, EdInsight, ACHIEVE) to identify student needs and monitor student progress towards those needs.
+ Support the statewide implementation of IDEA data management system known as ACHIEVE. This includes: maintaining and sustaining a functional system; working with the ACHIEVE governance council and other stakeholders to identify and prioritize enhancements to the system; coordinating/providing technical assistance necessary for statewide implementation of ACHIEVE; and coordinating with other DE staff to ensure technical access.
+ In collaboration with the Bureau Chief, coordinate the major data collection activities of the Division of Special Education. Develop procedures to review and revise forms, automate the collection and dissemination of data.
+ In collaboration with the Bureau Chief, oversees the child count process that gathers information for state funding and federal reporting purposes. This includes setting schedules to meet timelines, determining procedures to ensure accuracy and integrity of information used in fund generation and reporting.
+ Ensure accurate and complete collection of special education data for reporting to internal staff and external agencies. Create reports, analyses, presentations, and data visualization, as needed. Present to various stakeholder groups.
+ Work with bureau chiefs and administrative consultants across the Department and division to integrate and align assessments, reporting and compliance requirements with state and federal law. Work cross agency to provide support for measures other teams use in data and analytics to support their work.
+ Maintain a working knowledge of the state and federal policy and the impact of proposed legislation on the bureaus.
+ Support the Department priorities through performing other duties as assigned by the Bureau Chief.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university, and experience equal to five years of full-time, professional-level work in program administration, development, management, or operations.
2) A combination of a total of nine years of education and full-time experience (as described in number one), where thirty semester hours of accredited college or university course work may substitute for one year of full-time experience.
3) Graduation from an accredited college or university with a Master's degree in social work, law, education, engineering, or public or business administration, and experience equal to three years of full-time, professional-level work in program administration, development, management, or operations.
4) Current, continuous experience in the state executive branch that includes two years of full-time work as an Education Program Consultant.
