This position oversees all contracts associated with the procurement, maintenance, and service of analytical instruments, as well as managing the invoicing process and ensuring adherence to regulatory requirements. The role involves monitoring contract performance, coordinating with vendors and service providers, and addressing any issues that may arise to ensure all contractual obligations are met. Essential Functions + Manages all administrative provisions of the contract including the performance period and contract value, which comprises the cumulative cost of all tasks issued under basic ordering agreements; indefinite delivery/indefinite quantity contracts; and emergency and goods/services contracts + Administers contracts for the purchase and servicing of laboratory equipment and analytical instruments + Manages vendor relationships to ensure timely delivery of services and resolution of any contractual disputes + Reviews and processes invoices related to laboratory services and equipment, ensuring accuracy and compliance with terms + Ensures all laboratory contracts comply with relevant regulations and organizational policies + Works closely with the Laboratory Division and Water Quality Division staff to understand operational needs and make recommendations for contract adjustments or renewals + Tracks contract milestones and deliverables to support efficient contract execution + Provides support during contract negotiations and renewals to secure favorable terms for the Commission + Serves as the primary liaison with laboratory vendors, regulatory agencies, and internal departments + Coordinates with internal teams, such as procurement, finance, and compliance, to facilitate contract execution and management + Addresses vendor issues, negotiates service modifications and supports continuous improvements in laboratory service delivery + Maintains up-to-date knowledge of water quality and environmental regulatory requirements + Ensures aboratory and contract testing practices adhere to industry standards and regulatory guidelines + Develops and implements internal guidelines and best practices to support regulatory compliance across laboratory functions + Coordinates with essential parties to schedule and conduct all pre-bid/proposal meeting + Schedules and conducts pre-construction meetings with contractor/vendor and various critical WSSC Water staff and elements + Manages the compliance of all contracts, including subcontracting utilization, in support of the WSSC Water Minority and Supplier Diversity & Inclusion programs + Works collaboratively with technical managers and coordinates with Procurement to approve and issue change orders and field orders + As the WSSC Water representative, accepts work in its complete status + Conducts bid-ready contract reviews to ensure completeness + Confers with management personnel to determine needs; subsequently, in coordination with Procurement, develops appropriate contract tools + Analyzes problems in terms of contract specification requirements, service delivery, and feasibility + Investigates and analyzes contractor complaints and inquiries collaboratively with the Procurement and/or departmental offices + Establishes and maintains databases to track and monitor all contract information and to keep complete and accurate records + Serves as a liaison for the contracting process by addressing concerns and obstacles of contracts, internal clients’ issues, writing/editing scopes of work, and monitoring and sharing successes of contracts + Trains others in contract compliance and enforcement + Drives a vehicle to conduct WSSC Water business Other Functions + Partners with technical managers and staff as needed to receive, review and approve/process all invoices, submittals, and deliverables + Performs other duties as assigned Work Environment And Physical Demands Business casual office environment Required Knowledge, Skills, And Abilities + Extensive knowledge of general contracting processes, rules and procedures + Knowledge of the principles, practices, selection and uses of all types of design, construction and rehabilitation contracts + Working knowledge of utility or water and wastewater design, construction and rehabilitation + Skill in performing engineering computations, estimates and measurements + Effective verbal and written communication skills + Knowledge of basic maintenance and repair management techniques + Ability to understand maintenance and repair faults when working with technical managers + Ability to work with contractors, state, county, local agencies, and the general public + Ability to manage and coordinate multiple contracts concurrently + Ability to identify, develop and implement initiatives, plan programs and perform outreach + Strong teamwork skills Minimum Education, Experience Requirements + Bachelor’s degree and 3+ years experience in procurement and contract administration - OR - + High School diploma (or equivalent) and 7+ years experience in utility, sewer, and water/wastewater systems in the utility industry that includes tracking and managing documents, contracts and/or policies, invoices, and contract issues;
