This position may be filled by probational appointment or promotion of a classified Louisiana Department of Agriculture and Forestry employee serving with permanent status. Applicants who are not permanent employees of Louisiana Department of Agriculture and Forestry will be required to serve a 24-month probationary period.

Three years of experience or training in clerical work.
EXPERIENCE SUBSTITUTION:
Every 15 semester hours earned from an accredited college or university will be credited as six months of experience.

Examples of Work
Incumbent performs high-level departmental program duties primarily in support of the Department of Agriculture & Forestry's Regional Mechanic Shop, within the Office of Management & Finance. Incumbent serves as liaison and/or contact person for the department between other departments, departmental customers, and outside vendors. Provides field support to the LDAF property manager with regard to asset management and purchasing support to facility services. Provides essential support for purchasing and acquisition during emergency events. Supervision for this position is received from the Mobile Equipment Shop Foreman or person of higher authority. Duties are listed below:
45% Purchasing/Inventory
Orders, receives, and administers supplies and parts for fleet services, facility maintenance, and other general office supplies for all offices of LDAF. Maintains accurate inventory of all supplies. Responsible for maintaining a LACARTE purchasing card m accordance with purchasing rules and regulations. Completes necessary forms to open bids for commodities needed to perform services in the mechanic and welding shops. Prepares the purchasing forms (i.e. LDO, Confirmations, Bid tabulations, etc.) with the appropriate contract line and commodity coding and submit them to accounting or purchasing section for processing and payment. Maintains an adequate inventory of frequently used items used in a LDAF fleet operations. Verifies invoices with supplies when orders are received. Processes invoices and prepares paperwork to forward to Management & Finance for payment. Responsible for ensuring compliance with purchasing guidelines, rules and regulations.
30% Fleet Service Management
Responsible for maintaining the workflow in the Regional Mechanic Shop by scheduling appointments, entering information into the FASTER Fleet asset management and repair system. This system contains vital statistical information to better manage fleet operations and cost. Generates a shop ticket for each vehicle being serviced. Enters information into the FASTER fleet system showing vehicle number, parts used, consumables used, mechanic's information, labor hours, etc. Completes weekly FASTER fuel transfers.
10% Time Administration/General Support Functions
Primary and backup time administrator for regional offices. As such, completes and reviews required time administration reports to ensure employees and supervisors have completed necessary time entries. Completes and submits prior period adjustments to correct time entries for closed pay periods. Maintains copies of time sheets, prior period adjustments, reports, and corresponding documents for each pay period. Answers and directs telephone calls as well as light typing and filing for the shop.
10% Inventory Management
Provide assistance to Administrative Services/ Asset Management Office in the coordination of surplus property in the respective field offices. Prepare appropriate documentation to include inspection reports and property transfer forms. Coordinates the transporting and delivery of surplus assets to LPAA.
5% Emergency Essential Support
Incumbent provides support for field operations during emergency events and is considered an essential employee. Assist primarily in providing purchasing support for field offices. Responsible for ensuring compliance with FEMA guidelines and regulations. Participates in regular emergency training exercises. Incumbent shall successfully complete the Emergency Management Training classes IS 100,200,700 and 800.
