Imperial Calcasieu Human Services Authority (ImCal HSA) exists so that citizens with mental health, addictions, and developmental challenges residing in the parishes of Allen, Beauregard, Calcasieu, Cameron, and Jefferson Davis are empowered, and self-determination is valued such that individuals live a satisfying, hopeful, and contributing life.
This position will serve as a Biller in the Fiscal Dept and may be filled as a job appointment. Job appointments last up to 48 months and may be converted to a probational appointment.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Three years of experience or training in clerical work.
EXPERIENCE SUBSTITUTION:
Every 15 semester hours earned from an accredited college or university will be credited as six months of experience.

Job Distinctions:
Differs from Administrative Coordinator 3 by the presence of paraprofessional duties that involve a higher degree of specialization, complexity, and/or independent judgment.
Differs from Administrative Program Specialist--A by the absence of professional-level duties that involve a variety of administrative functions or management of a departmental or statewide program.
Examples of Work
Serve as a district biller, under the supervision of ImCal HSA’s Billing Unit Manager, conducting all tasks relative to specialized behavioral health billing for ImCal HSA’s five behavioral health clinics and ImHealthy primary care clinic.
+ Conduct reviews of CPT/HCPC and ICD 10 codes prior to claims submission to ensure that claims meet standards of compliance for both coding and formatting.
+ Remain knowledgeable about, understand, and adhere to all specialized billing rules for all payers. Prepare and submit clean billing claims electronically to the appropriate payers (primary, secondary, tertiary) and verify receipt to ensure timely filing.
+ Coordinate with other members of ImCal HSA’s Billing Unit in an effort to maintain current on all billing activities, rules, and individualized contractual agreements.
+ Follow up with 3rd party payers and managed care organizations regarding authorizations and claims submission.
+ Review claims for accuracy of charges and notify supervisor of contractual allowance issues (allowable rate differences) or charge master discrepancies.
+ Correct and report repetitive errors in the billing process.
+ Assess the importance of and work to resolve billing/claims issues with managed care organizations/payers and refer complicated matters to supervisor for assistance or direction.
+ Interact with insurance company’s claims and utilization review departments as needed to resolve complex claims issues.
+ Identify and notify the need for negotiating payment plans and monitor outstanding balances.
+ Respond to telephone inquiries and incoming billing questions.
+ Communicate with payers, providers, and recipients of services to explain balances and standard operating procedures in an effort to secure payment for services rendered.
+ Communicate with patients in an empathetic, supportive and professional manner and maintain confidentiality of patient and proprietary information.
+ Prepare and maintain, in conjunction with the Billing Unit Manager, detailed statements and reports relative to billing and collections.
+ Respond to requests for billing and insurance information, which requires review and interpretation of payer contracts, standard operating procedures, and departmental processes.
+ Prepare and use reports generated from the Electronic Health Record, clearinghouse, and internal documents to reconcile daily collections and patient accounts.
Collections
+ Responsible for all collection activities, under the supervision of the billing supervisor, and in coordination with the Office of debt Recovery.
+ Issue timely and appropriate submission reports to ODR in secure portal for collections of Bad Debt.
+ Respond to information requests from ODR.
+ Post ODR payments to patient accounts accurately and timely.
Credentialing/Recredentialing
+ Serve as backup to credentialing specialists. Assisting credentialing specialist in facilitating credentialing activities for all IMCAL clinics.
+ Assist in entering credentialing information into credentialing provider portals or forms when new providers are hired and maintain updated information as needed.
+ Assist in maintain updated attestations for all clinicians in the CAQH database to streamline all processes requiring provider demographic data, including claims administration, directory services, and credentialing.
+ Maintain copies of current state licenses, DEA certificates, malpractice coverage and any other required credentialing documents required by insurance payors.
