Reporting to the Homeless Services Administrative Operations Officer, this position will oversee the administration, implementation, management and operation of the Long Beach Continuum of Care (CoC), as well as the supervision of staff responsible for requesting, receiving, administering, and implementing CoC funding and programming. This position collaborates to coordinate and lead strategic planning, community engagement and policy development processes for the Long Beach Homeless Services Bureau (HSB), the Long Beach Continuum of Care and Long Beach Coordinated Entry System. The position provides policy guidance, programmatic oversight, and management of processes to align homeless funding priorities and initiatives with community needs and HSB’s mission, vision, and values by guiding community assessments and advising the CoC on strategies and program effectiveness, utilizing evidence-based research and evaluation. The CPS V will provide support to HSB and Long Beach CoC in the administration, planning, and development of recommendations and requests for funding, as well as grant and funder agreements for programs and services, designed to end homelessness in the Long Beach CoC. The CPS V will play a key role in HSB’s funding processes, supporting HSB in its annual funding cycles, to ensure sufficient and timely funding is available to HSB, its programs, and subrecipients; to centralize, standardize, and streamline communication between HSB, its governing bodies (CoC Board, CoC General Membership, Homeless Services Advisory Committee, Advisory Board with Lived Experience), and CoC funders for the presentation and negotiation of proposals, recommendations, and requests for funding; to centralize, standardize, prepare, and submit recommendations and requests for funding; to negotiate and develop scopes of work for grant and funder agreements; to support HSB with negotiating and implementing efficiencies in the funding that is issued to HSB; to streamline funding categories and components; to support external alignment of HSB’s funders, as well as supporting internal alignment of funder recommendations/requests, funder agreements, and subrecipient agreements. EXAMPLES OF DUTIES + Supervise up to 7 administrative staff. + Oversee the development, implementation, and adherence to the administrative policies and procedures for CoC and related Federal grant-funded program and services (including, but not limited to Emergency Solutions Grants (ESG), Community Development Block Grants (CDBG), and HOME. + Oversee planning efforts to reduce, prevent, and end homelessness, working with local coalitions and other planning partners to develop proven practices to end homelessness and develop an effective and efficient performance based homeless system of care. + Manage and oversee the development, design, preparation, and submission of recommendations and requests for CoC, ESG, and related funding through collaboration with HSB subrecipients, direct programs, and contracts and procurement staff, articulating qualitative and quantitative description of need; the methods utilized to determine the need; the amount of funding requested; proposed use of funding and basic parameters of program design. + Coordinate the annual work plan of the Long Beach CoC Board and its committees and working groups, CoC membership convenings, and various tables where CoC planning and decision-making occurs. + Conduct oversight, financial management, and monitoring of CoC direct programs, including Coordinated Entry System, Unified Funding Agency, and Homeless Management Information System grants to ensure compliance with the Continuum of Care goals and objectives. Assist with the coordination of homeless services with local and regional Continuum of Care partners. + Coordinate program development, including working with the HSB governing bodies to identify areas of need and design new programs to work toward elimination of homelessness in Long Beach. + Analyze performance of homeless programming on the program, community, and system level. + Develop processes for using program outcomes data for driving future program development. + Oversee the development of appropriate training and technical assistance to staff, program applicants and grantees and other appropriate audiences. + Coordinate the timely program development, request for proposals and award processes, overseeing contracting processes for CoC subrecipients. + Coordinate timely contract and program performance reporting to HSB’s funders and stakeholders. + Performs other related duties as required. EXPERIENCE + Four (4) years of full-time equivalent professional experience managing programmatic or administrative financial analysis for human or social services related programming. + Master’s or professional-level degrees in Public Health, Social Work, Public Administration, Business Administration, Finance, Statistics, , or a closely related field may be substituted for up to one (1) year of required experience.(proof required*) + Willingness to work overtime, weekends, and evenings. DESIRABLE QUALIFICATIONS + Master’s degree in Public Health, Social Work, Public Administration, Business Administration, Finance, Statistics , or a closely related field. + Strong leadership skills and experience leading and supervising a team. + Experience working directly on homeless service-related contracts. + Bilingual skills (Khmer, Spanish, Tagalog, and/or Vietnamese).
