POSITION SUMMARY:
The Administrative Director of Behavioral Health (BH) Services reports directly to the Sr. Vice President of Patient Care Services. Works collaboratively with the Medical Directors, Attending Physicians, ECHN Directors/Managers and Community Leaders/Providers to ensure care delivery that is high quality, patient focused , accessible, cost effective and compliant with regulatory/accreditation standards of care. Builds effective communication avenues to maintain awareness of any customer concerns in a timely manner and provides timely responsiveness to them. Develops, shares, and implements vision and strategy for service that is clearly consistent with both Departmental and ECHN organizational goals. EDUCATION/CERTIFICATION:
To successfully perform the required duties of this position, the individual must possess a Masters degree in a Behavioral Health field. Must hold and keep current the base licensure/certification represented by such discipline(s). In addition, there is a very strong preference for either an advanced degree or completion of significant coursework specific to Health Care Management / Business Administration.EXPERIENCE:
Minimum of 6 years experience in a managerial capacity in the Behavioral Health area is required. Must be familiar with managed care, contracting, data warehouse reporting, reimbursement trends, regulatory requirements (JCAHO, State, Medicare), and business plan modeling. Must have demonstrated effective leadership experience with multi-disciplinary team of professionals and support staff on both daily operational issues as well as longer term planning. Must have a strong teamwork orientation and be flexible. Knowledge and skill sets to perform job must be continually updated in order to remain proficient and proactive.COMPETENCIES:
Must have excellent verbal and written communication skills to effectively communicate with /and be responsive to Department Directors, Community Leaders, patients, family, and the multitude of other customers that interface with areas of responsibility. Strong analytical ability is required in order to effectively review, understand, generate, implement and correctly manage spreadsheets and Business plans. Job-Specific Competency
1. Plans, co-ordinates, and consults with Chair, Department of Psychiatry & Administrator for BH (CHAIR) in the review of operations to ensure delivery reflects desired focus on access, quality, scope of services, cost effectiveness, and compliance with regulatory/accreditation standards of care as well as Core Values. Evidenced by weekly supervision meetings, additional timely updates as needed, follow through on identified issues needing to be addressed, outcomes on JCAHO / Department of Public Health reviews, and feedback from departments.
2. Manages day to day administrative operations for Behavioral Health as evidenced by ongoing collaborations and direction provided to Directors: Child and Adolescent Ambulatory, School Based Health Center, Adult Ambulatory, EAP/WELLNESS, and Intensive Psychiatric Services.
3. Provides effective Administrative coverage for CHAIR during absence such as addressing any patient complaints, leading Directors staff meeting, submitting required reports, attending meetings, etc. as evidenced by coverage report given as well as supervisor feedback.
4. Acts as the principal player for Behavioral Health in FY Budgeting processes and financial operations as evidenced by budget (salary, non-salary, revenue, OOR) submission, subsequent monitoring for completeness / accuracy, ongoing identification and management of variances to targets, overseeing Directors TIER reports and Business Plans, and being lead contact for other departmental Directors: Patient Financial Services, Reimbursement, and Budget.
5. Oversees Denials Management process for Behavioral Health as evidenced by completed reviews, focused interdepartmental collaborations, collaborative interface with payors, and audit results.
6. Provides Behavioral Health Department representation on key ECHN system wide financial based initiatives as evidenced by active participation in, and follow through on projects/reports generated by committees such as Financial Health Team, Revenue Cycle, and Denials Management.
7. Ensures department employs an effective and meaningful database for measuring performances, comparing results against targets, and decision making / strategic planning as evidenced by design, implementation, and monitoring of BH specific tools such as Performance Measures database and the Contribution Margin spreadsheet, as well as extracting pertinent data from warehouse programs such as Millennium, GOLAP & Meditech.
8. Ensures timely compliance for Department on system mandates such as Performance Evaluations, Mandatories, HIPAA, etc as evidenced by completion logs and feedback.
9. Conducts initial departmental review for all positions being proposed for Vacancy Committee as evidenced by BH clearance for CHAIR review and signature, and completed BH Administration position requisition file.
10. Conducts initial departmental review for all contractual agreements needing to be forwarded to Managed Care and / or Legal as evidenced by clearance for CHAIR review and signature, and BH Administration contract log(s).
11. Serves on key Community based Boards such as School Based Health Center Advisory Board and Catchment Area Council 15 as evidenced by meeting minutes and collaborative work connected to membership role.
12. Reviews, along with chair, the dept systems for designs, implements, and manages a productivity monitoring system in service insuring that workload achieved meets a high standard of direct care time as evidenced by outcome percents reflected in the monthly reports.
13. Serves on Editorial Board for Compassionate Care (BH newsletter) as evidenced by meeting attendance and follow through on any needs connected to editing, design, mailing lists, etc.
14. Performs role of BH Administrator on Call on a rotation basis along with other members of the BH Leadership team as evidenced by the on call schedule and weekly reports at BH managers staff meeting.
