Project Summary:
The goal of the Monitoring, Reporting, and Capacity Strengthening Contract for the Sahel (MRCS) is to enhance USAID’s ability to monitor its activities throughout the Sahel through the provision of flexible, on-demand monitoring and evaluation (M&E) and capacity building services that will help implementing partners and beneficiaries to make informed program management decisions using data they have collected and analyzed, to assess, evaluate, and adapt, on a regular basis, USAID’s strategy, projects, and activities. For sustainability and to bolster development impact, MRCS will support capacity strengthening of Resilience in the Sahel Enhanced (RISE) stakeholders, specifically in M&E of appropriate offices/structures of the Governments of Niger and Burkina Faso, as well as sub-national state institutions, local civil society organizations, community-based organizations, and IPs. To a lesser extent, and if the need arises, this mechanism will provide similar services in Mauritania, Chad, Cape Verde, Guinea-Bissau, and the Gambia.

Position Summary:
The Administrative Officer will support the MRCS. The Officer will be responsible for the support of the efficient administration of human resources, general office administration, finance, and procurement. The Officer will also support implementation and management of internal controls to facilitate accurate and timely operations systems. The Officer will provide support to Niger, Burkina Faso, and other project countries as needed. The Officer will report to the Senior Project Manager.
Responsibilities:
Serve as the point of contact with our local employer of record to ensure that staff payments are on time and accurate. Serve as the facilitator of weekly project check-in meetings with project team. Maintain vendor files including updating data bases and trackers. Manage staff and consultants’ contracts, including preparing contracts, micro purchase orders, and others. Support employee and consultant onboarding by providing them with orientation and trainings during their first week in office. Support human resources related issues with staff and consultants. Support managing employee leave and employee time record processes. Support administrative activities by organizing and archiving information and maintain all relevant documentation. Support recruitment processes, including posting vacancy notices online in compliance with Ministry of Labor, MSI policies and procedures, and USAID regulations; filtering CVs; arranging interviews with potential candidates; and gathering the necessary documents needed to properly seek approval and put in place an Agreement of Understanding (AOU). Support procurement efforts of the project, including selection and negotiation with vendors. Perform any other assignments as determined by project needs.
Qualifications:
Bachelor’s degree in administration, accounting, finance, or related field is required. Minimum five years of relevant work experience is required. Experience working on USAID-funded projects strongly preferred. Familiarity with FAR and USAID regulations is preferred. Strong attention to detail, prioritization, and organizational skills required. Proficiency with Microsoft Excel is preferred. Professional oral and written skills in English and proficient oral and written skills in French are required.
