Administrative Officer
Summary This position is a Business Team Lead /Administrative Officer, GS- 0341-11/12 working within the Southeast Region for the R4-Regional Chief-National Wildlife Refuge System. Responsibilities Duty location is negotiable within the Southeast Region (AL, AR, FL, GA, KY, LA, MS, NC, SC, TN, PR, VI). If selected, you may be placed at a regional or field office, current duty station, other DOI-owned or -leased worksite, or remote duty location at management discretion. As a Business Team Lead/Administrative Officer, you will be responsible as the primary point of contact for coordination, communication and liaison with Regional and Field Station Managers related to Budget/Finance, Human Resources, and Travel/Payroll programs regarding information, policies/practices and activities. Your duties will include but are not limited to the following: Provides advice and counsel on a range of administrative and operational management support issues (human resources and material needs, travel, payroll, procurement, human resources availability, administrative support matters, etc.), policies, programs, objectives, and plans. Guides, leads, and provides oversight, additional coverage, and new employee training for the Program Support Specialists (GS-0301-9), Payroll/Travel Specialists (GS-0303-7), and Generalists (GS-0303-05), spanning 11 business teams across 10 states and the US. Territories in the Caribbean. Provides substantive input and analysis for management decisions by articulating administrative management requirements. Coordinates changes in administrative procedures policies and ensures consistency among administrative staff in the field. Develops training and instructional material as it relates to policies and/or procedures. Requirements Conditions of Employment Qualifications Only experience and education obtained by 10/28/2024 will be considered. In order to qualify for this position, you must possess the Minimum Qualifications for the grade level: Minimum Qualification GS-11 One (1) full year of specialized experience comparable in scope and responsibility equivalent to at least the GS-09 grade level in Federal service. Specialized experience may include: serving as point of coordination, communication and liaison for an organization regarding a variety of administrative areas such as budget and finance, human resources, procurement, travel, and office support functions; formulating and executing annual operating budgets for an organization; monitoring an organization's budget to ensure that obligations, expenditures, and requested allotments stay within approved funding limitations; and conducting financial, management or program analyses and documenting findings, issues, and recommendations. OR A Ph.D. or equivalent doctoral degree, or completion of 3 full years of progressively higher-level graduate education leading to such a degree in an accredited or pre-accredited college or university in a related field, such as business administration, public administration, industrial management, or accounting. OR A combination of experience and education as described in 1 and 2 above which together equals 100% of the requirement Minimum Qualification [GS-12] One (1) full year of specialized experience comparable in scope and responsibility equivalent to grade GS-11 in the Federal service. Specialized experience may include: coordinating all business and administrative management activities (e.g., program operations, budget and finance, human resources, program management, procurement, travel, and office support functions) for an organization; overseeing budget and financial management operations for an organization and serves as a principal advisor to management on all financial management issues; supervising a multifaceted team of technical, analytical, and administrative support personnel to provide financial management and business support activities; and applying a variety of complex laws, regulations, policies, and guidelines sufficient to plan, develop and implement all aspects of an administrative program. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
