Summary This position is located at the Massachusetts National Cemetery in Bourne, Massachusetts. Responsibilities This position is located in the Administrative Section of the Massachusetts National Cemetery located in Bourne, MA. Incumbent performs management analyst duties and serves as the principal staff assistant and advisor to the cemetery administrator in accomplishing a variety of administrative functions. Assesses the productivity, effectiveness, and efficiency of the program operations of a complex cemetery operation and recommends resolution of problems in a full range of administrative and field activities. Scope of work encompasses the evaluation of the effectiveness of the organizational mission and its component activities. Performs the administrative and personnel management functions relative to staff supervision. Establishes guidelines and performance expectations for the staff, which are clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Reviews and approves or disapproves leave requests. Assures that subordinates are trained and fully comply with the provisions of the safety regulations. Directs office productivity, ensures team members are actively and continuously trained to enhance employee development and achievement. May perform duties as Contracting Officer's Technical Representative (COR). Establishes and maintains contact with various organizations representing minority veterans and/or with minority veterans to provide information either through written and prepared material or by attending meetings where minority veterans and their families are able to participate. May oversee budget packages for submission. May review financial reports and resolve discrepancies with the appropriate accounting office. Keeps the supervisor informed of events or contacts made. Prepares reports on a recurring or as needed basis. Acts as Cemetery Director in the absence of the Director/Assistant Director. Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm. May include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day and Veteran's Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work. Position Description Title/PD#: Administrative Officer/PD1587415 The full performance level of this position is GS - 11. At the level GS-09, you will perform similar duties but under closer supervision. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade. You may qualify based on your experience and/or education, as described below: GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience in personnel management and office administration; conducting the budgeting and financial management for an organization; assisting managers and staff on processes and procedures; planning and/or leading others in administrative functions; assisting in staffing needs, recommending appropriate actions or suggesting alternatives; procurement duties; tracking services and activities of work operations in a program or program support setting; preparing recurring and non-recurring statistical reports; and conducting studies to collect data. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education as described above. This education must have been obtained in an accredited college or university. Examples of specialized experience would typically include, but are not limited to: experience in personnel management and office administration; conducting the budgeting and financial management for an organization; providing advice and assistance to managers and staff personnel on processes and procedures; planning, managing, directing, supervising, and/or leading others in administrative functions; assisting in staffing needs, recommending appropriate actions or suggesting alternatives; performing financial management work; managing procurement; tracking management of services and activities of work operations in a program or program support setting; preparing recurring and non-recurring statistical reports; and conducting studies to collect data. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the 36 semester hours of graduate education earned. This education must have been obtained in an accredited college or university. Physical Requirements: Work is performed in both an office setting and field setting with exposure to outside weather conditions. May require occasional travel to NAD office in Philadelphia, PA and other national cemetery facilities for training purposes. Public contact may be held away from the worksite for after hour meetings. Work is performed for the most part in a properly heated, lighted, and ventilated office setting with the common office sounds of typing, conversational voices, and ringing telephones.
